| Abstract in Brazilian Portuguese: | Este trabalho analisa a experiência de planejamento brasileiro, com atenção a experiência do Governo Geisel (1974 – 1979) e do II PND (1975 – 1979). Divide-se em três partes, além da introdução e da conclusão. Primeiramente, apresenta o âmbito de investigação do direito econômico e a importância do planejamento como fenômeno jurídico. Em seguida, aborda a breve experiência de planejamento brasileira e a formação de seu regime jurídico. Finalmente, analisa as características do II PND: metas, diretrizes, instrumentos de ação e resultados. Identifica no II PND um plano econômico politicamente determinado: dar início a um processo de distensão política lento, gradual e seguro. |
| Abstract: | This paper analyses the Brazilian governmental planning experience, especially the experience of the Geisel government (1974 - 1979) and the II PND (1975 - 1979). It is divided in three parts, besides the introduction and the conclusion. First, it presents the scope of investigation of the economic law and the importance of the governmental planning as a legal phenomenon. Then it covers the brief experience of brazilian governmental planning and the formation of its legal regime. Finally, it analyses the caracteristics of the II PND: its goals, guidelines, course of action and results. Identifies in the II PND a politically determined economical plan: to promote a process of political distension, slow, gradual and safe. |
