Um olhar histórico sobre as políticas públicas de saúde para as mulheres: uma análise das demandas da carta das mulheres aos constituintes de 1987

Abstract

The present study aims to thoroughly evaluate the demands of women related to public health policies that were requested in the Carta das Mulheres Brasileiras aos Constituintes in 1987, in comparison to the health agenda that was actually implemented. The theoretical lens covers the discussion of patriarchy and gender inequality in public policies, analyzing how power relations structure the formulation and implementation of policies. Furthermore, we consider the historical evolution of public policies for women, highlighting the progress and challenges faced over time. The research also grounds the mobilization of the women's movement in the 1988 Constitution, demonstrating the impact of their actions on the construction of women's rights, especially regarding health. The study uses a mixed approach, both qualitative and quantitative, combining a historical review of policies, bills, and ministerial initiatives focused on women's comprehensive health, with the interpretation of quantitative data on the implementation of these services. The results obtained highlight both the public policies proposed in response to the demands of the Letter and the gaps in access to these services, emphasizing persistent social and racial inequalities that hinder the universalization and equity of access to healthcare for the female population.
