| Abstract in Brazilian Portuguese: | Com os avanços das sociedades, o público infantojuvenil começou, paulatinamente, a ser reconhecido como sujeito de direitos que, por sua vulnerabilidade, necessitava de atenção diferenciada. No contexto jurídico, a Declaração Universal dos Direitos Humanos e a Declaração Universal dos Direitos da Criança tiveram grande importância, uma vez que influenciaram o surgimento de novas legislações. No Brasil, a Constituição Federal de 1988 se apresenta como marco nas necessidades de garantia e defesa de direitos fundamentais dos cidadãos. Além disso, dando maior exequibilidade às regras do ordenamento, surge o Estatuto da Criança e do Adolescente, que normatiza direitos e garantias fundamentais do público infante, a fim de que seja propiciado o seu desenvolvimento físico, mental, moral, espiritual e social. Nesse contexto, com a utilização da Polícia Comunitária, é possível oferecer um serviço de segurança pública baseado na parceria entre a polícia e a comunidade. O Programa Educacional de Resistência às Drogas e à Violência - PROERD, que se baseia na ação conjunta entre Escola, Família e Polícia, apresenta-se como uma possibilidade para o enfrentamento ao consumo precoce e abusivo das drogas por crianças e adolescentes. Logo, percebemos que o PROERD se apresenta em perfeita consonância com a Convenção sobre os Direitos da Criança de 1989, uma vez que este dispositivo traz a ideia de proteção integral do público infantil como um dever de toda a sociedade. Considerando que o PROERD se expandiu e hoje está presente em todos os estados brasileiros, busca-se entender como é aplicado no Ceará e questiona-se sobre sua capacidade de oferecer ferramentas eficientes para que as crianças e os adolescentes atendidos consigam de fato resistir às drogas e a violência. Destarte, por meio de pesquisa qualitativa em levantamentos bibliográficos, foi possível observar a complexidade quanto à proteção integral de crianças e adolescentes, além de constatar a evolução histórica e a implementação do Programa Educacional de Resistência às Drogas e a Violência com a finalidade de garantir tal proteção. |
| Abstract: | With the advances of societies, children and adolescents gradually began to be recognized as a subject of rights who, due to their vulnerability, needed differentiated attention. In the legal context, the Universal Declaration of Human Rights and the Universal Declaration of the Rights of the Child were of great importance, as they influenced the emergence of new legislation. In Brazil, the Federal Constitution of 1988 presents itself as a milestone in the needs of guaranteeing and defending citizens' fundamental rights. In addition, giving greater enforceability to the ordering rules, the Child and Adolescent Statute emerges, which regulates fundamental rights and guarantees of the infant public, so that their physical, mental, moral, spiritual and social development is facilitated. In this context, with the use of the Community Police, it is possible to offer a public security service based on the partnership between the police and the community. The Educational Program on Resistance to Drugs and Violence - PROERD, which is based on joint action between School, Family and Police, presents itself as a possibility for tackling the early and abusive use of drugs by children and adolescents. Therefore, we realize that PROERD is perfectly in line with the 1989 Convention on the Rights of the Child, since this provision brings the idea of full protection of the child audience as a duty for the whole of society. Considering that PROERD has expanded and is now present in all Brazilian states, it seeks to understand how it is applied in Ceará and questions about its ability to offer efficient tools so that the children and adolescents served can in fact resist drugs and violence. Thus, through qualitative research in bibliographic surveys, it was possible to observe the complexity regarding the integral protection of children and adolescents, in addition to verifying the historical evolution and the implementation of the Drug Resistance and Violence Educational Program in order to guarantee such protection. |
