O contraste entre a função social da cidade e os vazios urbanos em Fortaleza: análise do papel da gestão pública e a violência institucional de raça

Abstract

This Undergraduate Thesis is the result of qualitative and bibliographic research conducted with the aim of understanding the urban voids associated with the housing deficit in Fortaleza and the institutional racial violence in the struggle for the right to the city, particularly regarding popular participation. Additionally, through a bibliographic review, the study seeks to understand the factors related to the social function of the city and the Type 3 Special Zones of Social Interest (ZEIS) as mechanisms to guarantee this right. Finally, it analyzes public management, focusing on the public role of urban planning and institutional racial violence, based on popular participation in the fight for the right to the city.
