dc.description.abstractThis research addresses the evaluation of actions carried out by the Federal Institute of Education, Science and Technology of Ceará (IFCE), Itapipoca campus, to promote student permanence and success. The actions are guided by IFCE’s 2017-2024 Strategic Plan for Student Permanence and Success (PPE). As a participatory evaluative research, according to the model proposed by Silva (2012), we seek to include the participation of students in the production of knowledge about public policy that they enjoy, so that they indicate the effectiveness of the actions developed. Student participation in policy assessment makes it possible to design defense strategies for the campus, in order to resist the context of political and economic hardships faced since 2016. To perform the proposed assessment, we sought to investigate the historical, economic and political context of the implementation of IFCE’s Itapipoca campus; to know how the campus works and how the Plan for Student Permanence and Success has been worked on; and to identify the profile of students benefiting from the actions for student permanence and success. The course of this research was based on authors critical to the capitalist hegemonic model. Their theories were used to build analyses about the outlines of public policies in Brazil, the unfolding of inequalities in Professional and Higher Education, influenced by the dominance of slavocracy, and the role of education as a potential tool for social transformation from the current inequality state to a state with social rights guaranteed, as long as it is aimed towards the interests of the people. The methodological course of this participatory evaluative research used the Case Study method and holds a qualitative character with quantitative contributions. Data was collected from documents and interviews with managers and representatives of the Local Commission on Student Permanence and Success, as well as from questionnaires and focus groups carried out with students. This study allowed us to identify the factors that assert students' permanence and the factors that demand more attention in the strategy to attend the public. Results point to the need to encourage dialogue between the academic community and the students' organized participation in the daily decisions of the institution, so that they familiarize themselves with the challenges faced and so that joint actions conducive to the material and symbolic permanence of students are designed.pt_BR

dc.description.abstract-ptbrEsta pesquisa trata da avaliação das ações de promoção de permanência e êxito estudantis executadas pelo Instituto Federal de Educação, Ciência e Tecnologia do Ceará (IFCE) campus Itapipoca, orientadas pelo Plano Estratégico para Permanência e Êxito dos Estudantes do IFCE 2017-2024 (PPE). Enquanto pesquisa avaliativa participativa, conforme o modelo proposto por Silva (2012), busca-se inserir a participação dos estudantes na produção de conhecimento sobre a política pública de que usufruem, para que indiquem a efetividade das ações desenvolvidas. A participação estudantil na avaliação da política possibilita traçar estratégias em defesa do campus, para que este resista ao contexto de adversidades políticas e econômicas enfrentadas desde 2016. A fim de cumprir a avaliação proposta, buscou-se investigar o contexto histórico, econômico e político de implantação do IFCE campus Itapipoca; conhecer o funcionamento do campus e como o Plano de Permanência e Êxito vem sendo trabalhado; e identificar o perfil dos estudantes beneficiados pelas ações de permanência e êxito. O percurso desta pesquisa se fundamentou em autores críticos ao modelo hegemônico capitalista, com os quais foram construídas análises acerca dos delineamentos das Políticas Públicas no Brasil; do desenrolar das desigualdades na Educação Profissional e Superior, influenciado pelo domínio das elites escravocratas; e da educação como potencial ferramenta para a transformação social, do atual Estado de desigualdades para um Estado de garantia de direitos sociais, desde que voltada aos interesses do povo. O percurso metodológico desta pesquisa avaliativa participativa se utilizou do Estudo de Caso, enquanto método, sendo de caráter qualitativo com aportes quantitativos. Para a coleta de dados, foram realizados levantamento de documentos, entrevista a gestores e a representantes da Comissão Local de Permanência e Êxito, além de aplicação de questionários e realização de grupos focais com estudantes. Este estudo permitiu identificar os fatores assertivos à permanência dos estudantes e os fatores que demandam mais atenção na estratégia ao atendimento do público. Os resultados apontam para a necessidade de incentivar o diálogo entre a comunidade acadêmica e a participação organizada dos estudantes nas decisões cotidianas da instituição, para que se familiarizem com os desafios enfrentados e para que sejam pensadas em ações conjuntas propícias à permanência material e simbólica dos estudantes.
