Regularidades e resistências: "Brasil sem homofobia"

Abstract

In this study we analyzed the document "Brazil without Homophobia: Program for Combating Violence and Discrimination against LGBT and Promoting Homosexual Citizenship" published by the federal government. This program aims to implement specific policiesdirected to "nonviolence" or discriminatory attitudes against gays, lesbians, transgenders and bisexuals. The present text is an excerpt from an ongoing study about the effectiveness of the policies put in place to assist transvestites in Fortaleza (CE). The focus of our critical reading was the treatment of transvestites in the document, taking as reference the Queer movement. We concluded three important aspects: 1) transvestites still have a secondary treatment in the document in relation to other categories; 2) the categorizations eventually produces hierarchies inside the social movement of "trans"; 3) there are passages in the document that invigorate heteronormativity in accordance with policies identity that ultimately entails conceptions of sexuality and gender that conform transvestites as "abject".
