Impacto da lei de cotas no mercado de trabalho para pessoas com deficiência no Brasil

Abstract

This study aimed to evaluate the impacts of Normative Instruction No. 98/2012, of Law No. 8.213/1991, which deals with the labor market for people with disabilities in Brazil. Longitudinal data from the Annual Social Information Report (RAIS) were used for the period between 2003 and 2019. To this end, the model used to assess the impacts of the Normative Instruction was the DiD model with scaled adoption, using the Callaway and Sant’Anna estimator (2021). The analysis of results was performed according to different cutoffs (100, 201, 501, and 1001 employees), allowing for the measurement of heterogeneous effects according to firm size. Regarding the results for the different cutoffs, it can be stated that Normative Instruction No. 98/2012 generated results that were quite sensitive to company size. The extreme cutoffs, 100 and 1001, showed positive and statistically significant effects, with cutoff 1001 showing the best levels. For the intermediate cutoffs, 201 and 501, the impacts were more inconsistent and mostly statistically insignificant. Therefore, in this context, it can be stated that the effect of Normative Instruction No. 98/2012 depended above all on the structural and organizational capacity of the firms, and on how susceptible these firms are to inspection. The results demonstrate the effectiveness of Normative Instruction No. 98/2012 in the labor market for people with disabilities.
