Resumo: A evolução vertiginosa das novas tecnologias de informação e de comunicação, no decorrer dos últimos 60 anos, acarretou transformações sociais profundas. Este trabalho tem como objetivo principal investigar a possibilidade de violação aos direitos fundamentais e à doutrina da proteção integral do menor diante do aumento do seu tempo de exposição às telas, bem como especificar quais os potenciais danos que o cenário acarreta. Constituem objetivos secundários a investigação do papel da educação no fortalecimento do Estado democrático brasileiro, assim como a avaliação da relação entre a qualidade das habilidades de leitura e interpretação dos menores e a formação de indivíduos com plena cidadania. Trata-se de pesquisa qualitativa construída a partir do levantamento de fontes bibliográficas sobre a temática, da interpretação analítico-descritiva de dados extraídos da pesquisa TIC Kids Online Brasil 2019, do relatório Leitores do Século 21: Desenvolvendo Habilidades de Letramento em um Mundo Digital, publicado em 2021 pela OCDE, e da investigação da relação entre os dados apresentados, a doutrina da proteção integral ao menor estabelecida pela Constituição Federal de 1988 e o Estatuto da Criança e do Adolescente. Os dados analisados são referentes a crianças e adolescentes nascidos entre os anos de 2000 e 2021. Constatou-se que há violação a direitos fundamentais e a doutrina da proteção integral do menor em cenário de exposição excessiva deste a telas, verificando ainda impasse jurídico diante da obrigação de tutela do Estado e o seu dever de não interferir de modo arbitrário na vida pessoal da criança e do adolescente. Observou-se a necessidade de integração coordenada entre o Estado, a família e a comunidade para dirimir os efeitos negativos de tal fenômeno. Concluiu-se que a adoção de políticas públicas de educação digital, de fortalecimento da alfabetização e de habilidades de interpretação e leitura constituem uma alternativa viável para minimizar os impactos negativos apresentados.
Abstract: The vertiginous evolution of new information and communication technologies over the last 60 years has brought profound social transformations. The main researche’s objective is to investigate the possibility of fundamental rights and the doctrine of full protection of minors’ violation due to the increase of their exposure time to screens, as well as specify the potential damage brought by this scenario. The secondary objectives are the investigation of education's role in strengthening the Brazilian democratic state, as well as the evaluation of the relationship between the minors’ quality of reading and interpretation skills and the formation of individuals with full citizenship. It is a qualitative research built from the research of bibliographic sources about the subject, the analytical-descriptive interpretation of data extracted from the TIC Kids Online Brazil 2019 survey and the report 21st-Century Readers: Developing Literacy Skills in a Digital World, published in 2021 by the OECD, and the investigation of the relationship between the data provided, the doctrine of full protection of minors required by the Federal Constitution of 1988 and the Child and Adolescent Statute. The analysed data refers to children and adolescents born between 2000 and 2021. It was found that there is a violation of the minor’s fundamental rights and of the doctrine of full protection of minors, considering the scenario of excessive exposure of that public to screens. It was also found a legal impasse due to the State’s obligation of protection and its duty to not interfere arbitrarily in the personal life of the child and adolescent. It was observed the need for coordinated integration between the State, the family and the community to reduce the negative effects of the mentioned phenomenon. It was concluded that the adoption of public policies on digital education and strengthening literacy and interpretation skills are a viable alternative to minimize the negative impacts noticed.
