A agenda 2030, os ODS, o perfil dos(as) comandantes e as boas práticas das guardas municipais das capitais

Abstract

The 2030 Agenda and its Sustainable Development Goals (SDGs) presents a global agenda with goals to be adapted at the local (municipal) level that brings innovation to the concept of sustainable development by combining environmental protection with economic and social development. In the wake of this last dimension, there are guidelines, objectives and goals that are directly and / or indirectly related to local public security, and in the context discussed here, municipal security, by focusing on the actions developed by the Municipal Guards (GMs). In this sense, this work sought to elaborate a basic overview of the structure / organization of the Municipal Guards of the 23 (twenty-three) capitals that own them, as well as the profile of all their respective commanders. And also an overview of the main actions / activities / projects developed and their contribution to the achievement of the goals of the SDGs. This was done through on-site visits to the headquarters of all the respective institutions, application of questionnaires and face-to-face and remote conversations with hundreds of informants serving the respective institutions. This work is arranged as follows: Introduction, section on some national and international guidelines on municipal public security, followed by a section on Municipal Guards and their role in local public security, then methodology, followed by a data analysis section and presentation of results, ending with the final considerations with brief suggestions, directed mainly to the public authorities at the federal and municipal levels, to align with the respective SDG agenda.
