Regionalização de cardápios, fortalecimento das economias locais e participação da população na gestão descentralizada da merenda escolar

Abstract

Study on the National Ptoçtem of School Lunch (PNAE) with the purpose of investigating to what extent the objectives set by the Law No. 8.913, of July 12, 1994, which regulated the terms and conditions of decentralization of the schoollunch, have been reached. We concluded that, if on one hand, we found a significant progress in the decentralized administration of the schoollunch; on the other hand, we encountered serious problems related to the objective of regionalization of the menus, to the objective of revitalization of the econpmy of the small and medium-sized towns and the proposal of participation of population in the control and inspection of free school lunch at the local levei, according to legal determinations. The practice of regionalization of menus has tured out to be little efficient in satisfying the food preferences and habits of students. The economies of the small and medium-sized towns are not benefiting from the program's resources; the participation of population in the control and inspection of resources has not occurred, showing that in the municipal level the centralism by managers still prevails, and those are the factors contributing to the persistence of the practice of political patronage and misappropriation of resources and foodstuffs.
