Gestão de resíduos sólidos urbanos: panorama dos serviços de coleta nos bairros da Regional IX do município de Fortaleza.

Abstract

In recent years, with the changes made in the national legislation regarding basic sanitation, and more recently, with the approval of Municipal Ordinary Law No. 11,323, on December 21, 2022, which established the fee for the public service of urban solid waste management, commonly known as the "garbage fee", the issue of quality and efficiency of waste collection, transportation, and final disposal has become the center of various discussions in political, social, and academic spheres. In large cities such as Fortaleza, whose administrative management is divided into Regional Executive Secretariats and Thematic Secretariats, managing, monitoring, and regulating a complex solid waste collection system to achieve the expected levels of satisfaction and serviceability, both for the population and integrated management plans, demands a significant analysis of multiple objective and subjective factors. The following work aims to fulfill this role, shedding light on an overview of the situation of the collection services provided to the resident population in the territory under the administration of SER IX, based on data collected and made available by different responsible entities and public opinion, following a methodology similar to audit processes, thus observing the existence of improvement or deterioration throughout the current municipal management. Investigating the different aspects involved in the efficiency of Solid Urban Waste (SUW) collection, such as coverage, regularity, and accessibility to recyclable and special material collection equipment, it is noted that there has been progress, even in some more remote communities that were incorporated into the new administrative division and with the updating of municipal boundaries. Despite the significant improvement, it has been found that there is still much to be done, especially concerning accessibility and raising public awareness about the irregular disposal of waste and the importance of special and selective collection equipment.
