Abstract: Water quality and quantity monitoring is important to describe its state and trends of the resource and identify the existence and development issues by examining the regularity with legislation. It was proposed a monitoring system as a key component of the environmental protection, based on the Deming Cycle, whose routine, coupled with a water quality modeling system improves the assessment and management of ecosystems and exert control processes that can be used continuously for the water resources management. The Deming Cycle aims to exert control of the processes that can be used continuously for the water resources management. The monitoring system becomes an interactive process, where new information is added to each loop cycle. Without that feedback, failures due to initial decisions could not be resolved.
