Orçamento participativo em Fortaleza do legal ao real

Abstract

Entering as an instrument of public planning with a participatory methodology, the Participatory Budget (PB) seeks to integrate the citizen in a direct way, in a decision-maker perspective on possible government spendings. In Fortaleza-CE, the PB was implemented in 2005 during the first term of office of the former mayor Luizianne Lins, following the reference model of other Brazilian cities. During its path as an institutional policy, it went through several methodological changes, until it became the way is presented throughout the text, of the Participatory Cycle of 2018. The present work is mainly aimed at analyzing whether the priority demands chosen in this Cycle were physically and budgetarily executed, within the legal agreement of the city and its proposal as a policy. For that, based on qualitative research, the bases and guidelines of that public policy, its legal frameworks, its main objectives and the context of its formulation will me addressed, having as references the general theories about State, Government, Public Administration and Public Policies in their different visions. From the appropriation of such knowledge, a content analysis of the publications of several authors about the experience of PB in Fortaleza was carried out, in addition to gathering information through official city’s documents. By gathering these data, it was possible to infer that the municipal management in Fortaleza has, within its governmental objectives, the promotion of social participation, however it’s not possible to observe an expressive execution of the proposals that passed directly through the population sieve.
