Psicologia, direitos humanos e economia política: uma análise das atuais formas de governamentalidade a partir das cartilhas do CREPOP

Abstract

This dissertation seeks to reflect on the tenuous and intertwined relationship that permeates the fields of psychology, human rights and political economy. Using Michel Foucault, as the central author for the discussions we are proposing, we sought in the booklets of the Center for Technical Reference in Psychology and Public Policy (CREPOP) to verify the relationship between Human Rights and political economy in the field of psychology through these documents. The psychologist who is guided by CREPOP and has a way forward in the booklets is also a mediator or a trader who tries to codify demands in terms of human rights as results, data and efficiencies in terms of political economy, highlighting the importance the booklets of the center for the psychologist and how it presents human rights. For this, we will first briefly present a history of human rights, to better contextualize and then how it presented itself in relation to psychology from the 90's, this time after the redemocratization of Brazil and the 1988 constitution, considering this It is a fortuitous moment for these analyzes that involve human rights in the space of psychology, as presented by the ten articles that we use to better exemplify this relationship and the imbrication that is found among the themes we mentioned. Four booklets were selected for analysis, the criteria for this selection were the booklets that have as their central theme human rights issues and not those that appear as workspaces (Psychologist at CRAS or CREAS), so the booklets were: Technical references for the performance of the psychologist in the STD Programs (2008), Reference for the performance of psychologists in care services for women in situations of violence (2012), Racial relations: technical references for the performance of psychologists / os (2017), Technical References for the Performance of Psychologists in Public Policy on Alcohol and Other Drugs (2019). In these booklets we saw how many of the arguments that were guided by human rights were actually more linked to economic and neoliberal aspects, where “rights” were hidden in the name of an economic aspect, that is, the work of the psychologist pointed out by the booklets and in the name of human rights it was for the production of a life saving. Finally, we do not seek to say that human rights are fallacious or not useful, we are with this dissertation pointing from the booklets of CREPOP, as the theme is complex in the field of psychology and thus also bringing complexity to the work. of the professional who works in public policy space and who is often producing and reproducing a coercive power structure even without realizing it. What we sought, however, was to reflect upon these themes in order to finally problematize what seemed to us little problematized.
