Organizações sociais: constituição, funcionamento, constatação de eventuais vícios e sugestões para aprimoramento

Abstract

The intention of this work is to evaluate, always using the critical focus, the Social Organizations, entities belonging to the statement third section. In that project, a historical retrospective, indicating will be accomplished the appearance of the institute. The constitution, subjects as the nature and juridical regime will be appreciated equally. It will be studied the operation mechanism, the qualification process and disqualification, tends for base the Law 9.637/98. After having exposed the general aspects of the organizations, he/she starts to consider the eventual risks arising from the bad operation, as the possibility to be before a process of dissembling privatization. In the intention of searching the effectiveness of the institute, the actings varied Social Organizations of the State of Ceará were investigated along considerable temporary lapse, what made possible a concrete vision with base in real data. The conclusion was for the fallibility of the project, at least in the terms in that presently is structured. At the end, they are pointed the possible reasons of the failure and suggested alterations to improve.
