Being in his most public and abundance that until recently characterized it as an unlimited good was that culture to combat water losses were relegated to second place in companies, understanding the public spheres begin to use this element in field of essentiality and the limitation to be treated with importance. Within this perspective pointed to the work aims to show how elements of combat losses of water generated by the company itself through the use of own teams or partners and strategic actions in the fields of physical and commercial losses seek guidance through results to similar systems in their actions for this fight. Through analysis of the results of these works, such as graphics, tracking leaks or fraud onset supply network searched tables and the relation with the reduction or increase in losses of surveyed systems, seeking to build and demonstrate the systems managers with same characteristics as the possibility of taking action to combat water losses. The eco-efficiency tool, created in 1992, has been increasingly used by banks to measure productivity and competitiveness, affecting the management and behavior of what is produced, consumed and discarded. Established by current federal legislation, is the result of a long period of struggles and demands of various segments of society. Advocated by theorists and researchers as Gadotti (2013), Luck (2000), Medeiros (2003), among others, democratic management is seen as an alternative to the required transformation and social development. Seeking to analyze how the democratic management occurs in practice, the research aims to analyze the role of the School Board for the democratization of the public schools.
