Abstract: This research is situated within the field of gender and politics, as well as the discussions surrounding this topic. It examines the process of women’s participation in the formal political arena through a policy aimed at addressing inequalities: the implementation of the gender quota law in Brazil. It also analyzes the impacts of this legislation. The roles that women are expected to play in society have long been the subject of political debate. This debate is present both in classical political thought and in contemporary sociology. Women have increasingly gained space in important spheres of society, such &#xD;
as the economy and education. However, they still have not achieved significant numerical representation in formal politics. Their presence in the National Congress is less than 10%, even though they account for more than 50% of the Brazilian population. In the 2010 elections, the Superior Electoral Court (TSE) began requiring compliance with a minimum percentage of 30% of candidacies for one of the genders. Modern democracy has not resolved this situation, and party competition has also failed to do so. Quotas constitute a way of managing this inequality in an attempt to reduce it. The relationship between the gender quota law and the complexity of electoral politics gave &#xD;
rise to the phenomenon known as “dummy candidacies.” For the development of this study, research was conducted on the topic involving the relationship between gender and politics, as well as on gender relations in other social spheres. Data from several sources were also analyzed, ranging from direct interviews to quantitative information extracted from databases. The inclusion of new political actors in the electoral environment is a complex process. The attempt to manage inequalities in candidacies faces the pragmatic logic of elections, which seeks to maximize the number of votes through already tested profiles. The quota policy was effective in encouraging women’s candidacies; however, it did not result in the formation of competitive female candidates capable of effectively contesting elections.

    <title>Programa Minha Casa, Minha Vida Entidades: uma nova política habitacional?</title>
    <link>http://repositorio.ufc.br/handle/riufc/85849</link>
    <description>Título: Programa Minha Casa, Minha Vida Entidades: uma nova política habitacional?
Autor(es): Cavalcante, Vaneza Ferreira Araujo
Abstract: This research analyzes the "Minha Casa Minha Vida Entidades" (PMCMV-E) program in the city of Fortaleza, focusing on the self-management modality in social housing. The program stands out for centralizing social movements as protagonists in the housing process, encompassing everything from land acquisition and project conception to family selection, hiring of a technical team, and contracting a construction company. The study investigates the participation of these movements, using as its empirical field the Luiz Gonzaga Residential Complex, located on Rua Estrela de Ouro, in the Jangurussu neighborhood, on the outskirts of Fortaleza, Ceará. Inaugurated on November 2, 2019, the project was the result of a partnership between the Secretariat of Cities of the Government of the State of Ceará, the Municipality of Fortaleza, entities, and social movements linked to housing issues, such as Cearah Periferia, the Federation of Neighborhoods and Slums of Fortaleza, and Habitat for Humanity. Methodologically, I sought a close-up, insider's perspective as well as an outsider's, distant perspective (Magnani, 2002) to compose a posture of observation, listening, and writing (Oliveira, 1998). To this end, I used a field diary to record the observations gathered on-site. A qualitative/quantitative study was chosen. In the first, qualitative phase, semi-structured interviews were conducted with representatives of the organizing entities and with residents linked to social movements. In a second, quantitative phase, a questionnaire was applied to the residents of the housing complex, aiming to measure the level of satisfaction and perception regarding housing in the location. The theoretical foundation, based on authors who analyze the formation of Brazilian social housing and the understanding of the history of public housing policies in Brazil, highlights Topalov (1996), Azevedo (1988), Bonduki (1998), Gohn (1991), Oliveira (2006), Rizek (2014), Bollafi (1997), Blay (1985), Braga (1995), Gondim (2012), Pequeno (2008), Ponte (1993), Silva (1992), and Maricato (2011). The distinctive feature of the Luiz Gonzaga complex lies in its community organization, participatory management, and the strengthening of ties among residents. This integration transforms beneficiaries into active agents in the construction of the space, expanding the right to the city beyond the simple handing over of keys.

    <description>Título: Das margens do rio à tela do celular: Iracemas do Século XXI e suas experiências na busca amorosa online em Fortaleza/CE
Autor(es): Soares, Clara da Silva
Abstract: This thesis examines the narratives of young women living in the city of Fortaleza, Ceará—aged between 18 and 25—regarding their uses, perceptions, and experiences in the online search for partners through the dating application Tinder, and how, from the collected accounts, we can access their desires, anxieties, dilemmas, contradictions, and ways of loving and being loved in contemporary times. Popularized in Brazil in the mid-2010s, dating apps have reshaped the ways in which the search for a potential romantic partner takes place, adding complexity to this pursuit and offering analytical elements that are relevant to Sociology. Unlike most studies on the topic, this thesis seeks to deepen the understanding of the local context in which women make use of these media, drawing on literature on origin myths, family, and patriarchy in Ceará. Methodologically, the researcher entered the universe of Tinder and, through it, began interactions with the interlocutors during the year 2020, maintaining frequent contact with them until mid-2023. Based on the research findings, the thesis problematization was constructed, beginning with the contextualization of the interlocutors, in which a reference to Iracema—José de Alencar’s character—was developed, considering the multiple references to her that shape both the urban and symbolic spaces of the city. Beyond her sexualization, Iracema crystallizes a model of femininity associated with surrender and sacrifice, elements that constitute gender technologies (LAURETIS, 1984) marked by renunciation and devotion to the other. We present Iracema as a living myth (ELIADE, 1972) connected to “prescriptions” of what it means to be a woman—especially a Northeastern woman—particularly regarding what they should desire and how they should love, within a national and local context shaped by patriarchy. Problematizing this history is essential for understanding how these affective pedagogies—crafted in the intertwining of enchantment and pain—shape the emotions, expectations, and modes of loving among these young women. Finally, it was observed that the interlocutors occupy a kind of in-between space: they aspire to more horizontal romantic relationships—an aspiration that emerges from internal conversations in which they seek to understand both their own trajectories and those of the people close to them—yet they are still influenced by an emotional culture that holds the romantic partner as an ideal. In a violently patriarchal culture, they continue to accept practices that place them in situations of vulnerability.

    <description>Título: O subversivo feminino na figura da vampira: um estudo comparativo dos contos “A nevrose da cor”, de Júlia Lopes de Almeida, e “Os demônios de Renfield”, de Natalia Borges Polesso

Abstract: Being a woman implies a complex network of cultural, social and political crossings within a patriarchal system. This subjugated identity threatens when established standards of conduct are broken, giving rise to subversion in the social sphere. Such transgressions can arise from symbologies in the writings of women who dare to discuss the female condition. This is what the brazilian writers Júlia Lopes de Almeida, a writer of the 19th and 20th centuries, and Natalia Borges Polesso, a contemporary author and researcher, do. The parallel between them occurs through the short stories “A nevrose da cor” (1903) and “Os demônios de Renfield” (2015), respectively, which employ the vampire character as a metaphor to address relevant themes such as sexual freedom, power dynamics and female desire. Thus, this work aims to analyze and describe comparatively the composition of the narrative structure of the two works, by means of the ruptures with female models and subversive symbols, highlighting their approximations and their distances. The methodology consists in the comparative method and close reading of selected excerpts for a detailed vocabulary and semantics analysis. The theoretical contribution relies on Butler (2022; 2023) to deal with gender subversion, Cixous (2022) and Woolf (2022) on the feminine condition in the culture, history and literature, Cohen (2000) and Lecouteux (2005) on the vampire figure, Jeha (2007) for the definition of moral evil, Chevalier and Gheerbrant (2015) for the analysis of the symbols, among other researchers and theoreticians relevant to the study and the other themes addressed. As a hypothesis, this study proposes that both Almeida and Polesso, with their female narrators, wrote their works using the vampire as a metaphor to subvert conceptions and assumptions of what it means to be a woman through symbolisms and transgressions inside and outside the literary text. The research reveals that the authors use symbolic elements to represent female figures out of a binary standard — such as blood, desire and the feminine —, threatening the dominant social organization. Therefore, it is concluded that the stories, despite the distance of time and content, dialogue to address the subversive feminine from the perspective of vampirism, bringing to the discourse themes about women’s rights, power spaces, and transgressive sexuality. Finally, the present work thanks the Fundação Cearense de Apoio ao Desenvolvimento Científico e Tecnológico (Funcap) for its sponsorship during the research.
