By analyzing the behavior of these students, it was possible to classify them into three different profiles: a conservative, moderate or bold profile. For this work, a descriptive research with a quantitative approach was carried out, using the survey methodology. At the end of the study, after analyzing 106 responses to the applied test, it was found that the predominant investor profile at FEAAC is the moderate profile, which values security, but exposes itself to certain risks. It was also found that, depending on the undergraduate course, students had a different investor profile. Economics students had the most daring behavior in relation to other courses and finance students had a more conservative profile. In the rural landscape, the vigor of agribusiness coexists with severe social issues, such as unemployment, labor precariousness, and the continuous rural exodus. Far from being regarded as mere inevitable side effects of a developm entprocess, these phenomena are analyzed her ein as direct expressions of a historically consolidated model of socio economic transformation: conservative modernization (MOLINA, 2016). This approach seeks to move beyond a purely technicalor economic analysis, articulating the problem with in the context of the country's profound social and political contradictions. The central question guiding this study is how the modernization of Brazilian agriculture—driven by state policies and technological advancements—manifests in the phenomena of rural unemployment and labor precariousness. Further more, it identifies alternatives proposed in legal scholarship for constructing a more inclusive and equitable development model. The analysis begins with a historical reconstruction of the Brazilian tax system and the use of tax incentives as public policy instruments aimed at regional development, highlighting the consolidation of tax competition and its economic, legal, and federative limitations. Subsequently, the study examines the foundations and legal structure of the tax reform, with emphasis on the adoption of the dual Value Added Tax model, normative centralization, destination-based taxation, and the prohibition of tax incentives related to the new consumption tax. Within this new constitutional framework, the creation of the FNDR is investigated as a structural and permanent regional policy mechanism, analyzing its objectives, resource allocation criteria, relationship with the State Participation Fund, and its role within the federative system. The research adopts a qualitative, descriptive-analytical methodology, based on bibliographic review, normative analysis, and the examination of empirical studies on previous regional policies. It concludes that the FNDR has significant potential to mitigate the impacts of the extinction of tax incentives and to contribute to the reduction of regional inequalities, provided that its implementation is guided by principles capable of overcoming historically observed limitations. Thus, the fund represents an opportunity to reorient Brazilian regional development policy, whose effectiveness will depend on the coherence between its institutional design and practical implementation.
