Abstract: The research adopted a qualitative approach and a documentary nature, using as references the&#xD;
main institutional management and evaluation instruments, such as the Institutional&#xD;
Development Plan, the Institutional Pedagogical Project, the reports of the Internal Evaluation&#xD;
Committee, and the Accessibility Assurance Plan. Grounded in national and international&#xD;
legislation on the rights of persons with disabilities, as well as in the theoretical frameworks of&#xD;
social justice and equity, the investigation sought to understand to what extent the university&#xD;
has implemented the principle of accessibility in its administrative, pedagogical, and evaluative&#xD;
practices. The results indicate that the State University of Mato Grosso has advanced in the&#xD;
formalization of accessibility within its institutional documents, especially since 2019;&#xD;
however, it still lacks the administrative, budgetary, and monitoring structures necessary to&#xD;
ensure the consolidation of a permanent inclusion policy. As a practical contribution, the&#xD;
research presents a Proposal for an Institutional Inclusion and Accessibility Plan for the State&#xD;
University of Mato Grosso, structured around five axes — physical, pedagogical,&#xD;
communicational, institutional, and student retention — with the aim of guiding university&#xD;
management toward the implementation of a more inclusive and socially just public university.

Abstract: Visual impairment, especially when acquired, constitutes a critical event in an educational&#xD;
trajectory, affecting self-esteem and academic retention. Therefore, the general objective of this&#xD;
research is to identify how students with blindness perceive the policies and practices of&#xD;
inclusion and retention in a public higher education institution. The specific objectives are: a)&#xD;
to list the factors that facilitate and hinder their inclusion and retention at UNEMAT; b) to&#xD;
develop an institutional technical report with guidelines for managing students with blindness.&#xD;
The methodology used was guided by a dialectical perspective of social reality, conducted&#xD;
through a quali-quantitative approach to analyze data obtained from a mixed questionnaire&#xD;
containing closed questions with a Likert scale, as well as from semi-structured interviews.&#xD;
Eight (8) undergraduate students with blindness enrolled in the Accounting Sciences, Law,&#xD;
Managerial Process Management, and Journalism programs at the State University of Mato&#xD;
Grosso – UNEMAT were interviewed during the year 2025. The study results show that&#xD;
attitudinal barriers involving prejudice, estrangement, and distancing, along with a lack of&#xD;
interaction and empathy experienced in daily academic life, appear to be the greatest obstacles&#xD;
to access and retention of blind students at UNEMAT, surpassing even physical and&#xD;
technological barriers. The inclusion of students with blindness at the investigated university&#xD;
occurs only partially, sustained more by individual efforts than by consolidated institutional&#xD;
policies. Overcoming this scenario requires building a robust institutional inclusion policy that&#xD;
integrates physical, technological, pedagogical, and attitudinal accessibility; continuous faculty&#xD;
development; integrated student assistance; and permanent evaluation and monitoring&#xD;
mechanisms.It is essential to establish a formal protocol for welcoming students with&#xD;
disabilities, supporting them from admission through graduation, as well as ensuring active&#xD;
identification of these students at enrollment so that support does not depend solely on their&#xD;
initiative. To ensure continuous and integrated action, it becomes crucial to articulate efforts&#xD;
among course coordinations, administrative sectors, the Student Assistance Coordination,&#xD;
libraries, and pedagogical departments. It is concluded that the effective implementation of&#xD;
inclusion requires structural change, strengthening institutional governance, investing in&#xD;
physical and technological accessibility, promoting continuous faculty training, and&#xD;
consolidating an inclusive culture. Inclusion cannot remain dependent on individual actions; it&#xD;
must be assumed as a permanent institutional responsibility, monitored through indicators and&#xD;
aligned with public policies for inclusive education.

Abstract: The management of administrative contracts for public works and engineering services is&#xD;
essential to fulfilling the institutional purposes of Public Administration, requiring compliance&#xD;
with constitutional principles and the adoption of appropriate planning, control, and oversight&#xD;
practices. Despite its relevance, existing research on the subject has largely focused on federal&#xD;
universities, with studies conducted in state universities still being scarce, particularly those&#xD;
addressing the management of contracts for public works and engineering services that&#xD;
incorporate the perspective of contract managers and the normative transition resulting from&#xD;
Law No. 14,133/2021. In this context, this study aims to analyze the characteristics of the&#xD;
management of administrative contracts for public works and engineering services at the State&#xD;
University of Mato Grosso Carlos (UNEMAT) and to examine how this management is&#xD;
reflected in levels of contractual efficiency and effectiveness, based on performance parameters&#xD;
and indicators. This applied research adopts a qualitative and quantitative approach and is&#xD;
classified as descriptive in terms of its objectives. The methodological procedures included a&#xD;
bibliographic review, documentary analysis of 184 contracts executed between 2019 and 2023,&#xD;
field research through questionnaires administered to formally appointed contract managers,&#xD;
and a case study. The results indicate a significant increase in both the value and volume of&#xD;
contracts, a high incidence of amendments, especially extensions of execution deadlines, a&#xD;
concentration of contracts under the responsibility of a limited number of managers, structural&#xD;
challenges in the performance of managerial duties, and the absence of institutional indicators&#xD;
for monitoring efficiency and effectiveness in contract management. The study resulted in the&#xD;
development of a practical manual of performance indicators applied to the management of&#xD;
administrative contracts, constituting a technical product. It is concluded that contract&#xD;
management at the institution is complex and requires strengthened planning, continuous&#xD;
training of contract managers, and the adoption of monitoring and evaluation mechanisms,&#xD;
thereby contributing to the improvement of institutional practices and offering applicable&#xD;
insights for other state universities and public organizations facing similar challenges.

Abstract: This study, entitled “Analysis of Information Technology Support Services in a Public Higher&#xD;
Education Institution Based on a Conceptual Quality Evaluation Model”, aimed to analyze the&#xD;
quality of IT support services in a public Higher Education Institution (HEI), using the State&#xD;
University of Mato Grosso (UNEMAT) as a case study. To this end, the SERVPERF model&#xD;
was adopted, which focuses exclusively on users’ perceptions of actual service performance,&#xD;
avoiding the need to measure prior expectations and allowing for a more direct, experience-&#xD;
centered evaluation. The research sought to answer how the quality of IT support services in a&#xD;
public HEI can be assessed using this model. With a predominantly quantitative and applied&#xD;
approach, UNEMAT was treated as a large empirical laboratory, with the potential for its results&#xD;
to serve as a reference for other institutions. The methodology was structured into five stages.&#xD;
The first stage presented the research setting, contextualizing UNEMAT as a multicampus&#xD;
institution and highlighting the strategic role of the Technical Information Units (UTIs) in&#xD;
maintaining the university’s IT infrastructure. In the second stage, a survey questionnaire was&#xD;
applied to capture users’ perceptions of service quality, using a five-point Likert scale based on&#xD;
the five SERVPERF dimensions: Tangibility, Reliability, Responsiveness, Assurance and&#xD;
Empathy. In the third stage, the data were analyzed using descriptive statistics (mean and&#xD;
standard deviation), and the internal reliability of the instrument was tested through Cronbach’s&#xD;
alpha, which reached 0.966 in the final analysis and 0.981 in the pretest, confirming the&#xD;
consistency of the questionnaire. In the fourth stage, the results showed that the overall&#xD;
perception of service quality is positive, with an institutional mean of 4.14 out of 5, although&#xD;
the Tangibility dimension presented a mean of 3.9, the only one below 4. Finally, in the fifth&#xD;
stage, the study concluded that the SERVPERF model is a viable and reliable tool for assessing&#xD;
the quality of IT services at UNEMAT. The quality of services was considered satisfactory and&#xD;
consistent, but with room for improvement, especially regarding infrastructure and the sizing&#xD;
of IT teams, given the gap between demand and the number of technicians. The study offers&#xD;
methodological contributions, proposes data-driven improvements, and can be replicated or&#xD;
adapted by other HEIs, providing concrete support for better resource management and&#xD;
technological modernization.
