Abstract: The present study investigates the application of computational methods in sustainable urban&#xD;
planning, adopting the watershed as the unit of analysis for the city of Fortaleza–CE, Brazil.&#xD;
Inspired by Ian McHarg’s Design with Nature, the research is grounded in the understanding&#xD;
of the city as an ecosystem in which natural, urban, and social systems dynamically interact.&#xD;
The main objective is to develop a workflow based on City Information Modeling (CIM) and&#xD;
Landscape Information Modeling (LIM) capable of integrating environmental, hydrological,&#xD;
demographic, and urban comfort data through parametric algorithms, contributing to the&#xD;
construction of urban quality indicators and to a multiscalar reading of the territory. The first&#xD;
chapter introduces the theoretical foundations of the research, presenting the concept of the&#xD;
city as an ecosystem, the research problem, the objectives, and the overall structure of the&#xD;
dissertation. The second chapter presents the literature review and bibliometric analysis,&#xD;
discussing the intersections between CIM, LIM, sustainability, and urban ecosystems, as well&#xD;
as identifying trends and gaps in studies that articulate information modeling, landscape, and&#xD;
urban planning. The third chapter describes the adopted methodology, detailing the development&#xD;
of the CIM framework applied to Fortaleza, the procedures for building and integrating the&#xD;
database, and the stages of parametric modeling and analysis that support the study. The&#xD;
fourth chapter contextualizes the case study by analyzing the process of urban occupation&#xD;
in Fortaleza and its correlations with environmental systems, with emphasis on watershed&#xD;
structures and the impacts of urbanization on natural systems. The fifth chapter concentrates&#xD;
the main analyses of the dissertation, exploring the watershed as a planning unit through the&#xD;
cross-analysis of data related to urban dynamics, hydrology, ecosystem services, and socioeconomic&#xD;
and demographic aspects, highlighting spatial patterns and critical areas for urban&#xD;
planning. Finally, the sixth chapter discusses the application of the developed framework in the&#xD;
projection of data-driven urban scenarios, proposing the use of nature as an input for planning&#xD;
and for nature-based solutions, while

Abstract: This research investigates the impacts of tourist urbanization on the beaches of the&#xD;
municipality of Trairi/CE-Brazil, located 130 km west of Fortaleza and part of its metropolitan&#xD;
region, a process that intensified from the 1990s onwards. The study analyzes the&#xD;
transformations of the coastal landscape resulting from its conversion to the logic of mass&#xD;
tourism and seasonal occupation. This phenomenon links the production of space to the&#xD;
tourism economy, redefining uses, functions, and social relations through new developments,&#xD;
in a densification oriented towards visitors and the implementation of specific infrastructures.&#xD;
The relational approach adopted considers the premise that tourist urbanization reconfigures&#xD;
the landscape in an unequal way. In this sense, the landscape is not neutral, as it materializes&#xD;
social, political, and economic disputes. It is a field of power, where urban planning decisions&#xD;
define who can or cannot occupy certain spaces. Tourist urbanization is, therefore, selective,&#xD;
reorganizing the landscape to meet the interests of hegemonic actors, frequently excluding&#xD;
vulnerable populations. The research methodology, exploratory and interdisciplinary in nature,&#xD;
proposes a critical investigation based on the documentary analysis of public policies and&#xD;
empirical analysis, carried out through field observations, photographic surveys, and&#xD;
interviews. Data collection and representation prioritize the visual and cartographic recording&#xD;
of the landscape, with the aim of identifying the spatial adjustments that have occurred. The&#xD;
research results indicate that, although tourist urbanization has driven local economic growth,&#xD;
this process has also resulted in significant negative impacts on the natural environmental&#xD;
heritage. These effects are aggravated by real estate speculation and the absence of&#xD;
integrated local planning capable of articulating urban development, environmental&#xD;
conservation, and social justice. The increasing privatization of the coastal strip stands out,&#xD;
resulting from the increased tourist value driven by the connection between public policies, the&#xD;
real estate market, and tourism promotion strategies, leading to a deepening of territorial,&#xD;
socio-environmental, and legal asymmetries.

Abstract: This study aims to analyze the public policy of the Growth Acceleration Program – Historic Cities (PAC-CH) through the case study of the municipality of Sobral, in the state of Ceará, Brazil. Created in 2009 by the Federal Government, the PAC-CH sought to articulate cultural heritage preservation actions with urban development initiatives, promoting investments in cities with recognized historical and symbolic value. The research is based on the understanding that, despite its innovative proposal and the expansion of the territorial scope in relation to previous policies, the program faced significant structural and operational challenges during its implementation, particularly within the sphere of local management.&#xD;
Drawing on the author’s experience as a municipal manager involved in the execution of the program in Sobral, the study discusses obstacles such as bureaucratic delays, difficulties in coordination among different levels of government, and the limitations of municipal institutional capacity. It also reflects on the contradictions between the declared objectives of the policy and its actual results, especially regarding the execution of construction works and the prioritization of structuring actions. The methodological approach combines bibliographic review, documentary analysis, and the collection of empirical data related to the implementation of the PAC-CH in Sobral, enabling a critical examination of the local unfoldings of a national policy. Finally, the study seeks to contribute to the debate on the effectiveness of heritage preservation policies in Brazil, highlighting the role of public management as a key element for the materialization of actions aimed at protecting cultural heritage.

    <summary type="text">Título: Políticas de urbanização de favelas: reflexões e desafios em Caucaia/CE

Abstract: Slum upgrading  in cities  is one of  the ways  in which urban space  is produced as a &#xD;
result of the historical inequalities of Brazilian society, where the struggle for decent &#xD;
housing coexists with the apparent absence of the state. In Caucaia, a municipality in &#xD;
the Metropolitan Region of Fortaleza in Ceará, this process intensified in the 1980s and &#xD;
continues  today, resulting  in  informal occupations by groups excluded from the real &#xD;
estate  market  and  impacted  by  the  lack  of  housing  policies.  Added  to  this  is  the &#xD;
conurbation caused by the construction of peripheral housing estates during the BNH &#xD;
period, in areas lacking in infrastructure and services, which led to the expansion of &#xD;
real estate speculation between Fortaleza and Caucaia, forming extremely precarious &#xD;
peripheral sectors. As a rule, most of the investment in slum upgrading has taken place &#xD;
in the capital cities, but conurbations are also an object of research in order to better &#xD;
understand the challenges of formulating housing policies. In this way, this study aims &#xD;
to investigate the role of public authorities in tackling slum upgrading in Caucaia. This &#xD;
analysis is made up of a systematization of different surveys of precarious settlements &#xD;
in the municipality, favoring the subsequent contextualization and critical reflection of &#xD;
public  policies  and  programs  formulated  in  the  field  of  slum  upgrading,  using  a &#xD;
qualitative and exploratory methodological approach. As a result, the research made it &#xD;
possible to understand some specific dynamics in the municipality of Caucaia in depth, &#xD;
highlighting the existence of programs that had not previously been addressed in the &#xD;
literature. It was also possible to observe that the municipality is part of trends observed &#xD;
in other metropolises, characterized by the emptying of the urban reform ideology, the &#xD;
simplification  of  processes  and,  above  all,  the  reduced  prominence  given  to  the &#xD;
comprehensive urbanization of slums.
