Abstract: Fundamental rights emerged with the purpose of controlling and limiting&#xD;
abuses of State power, as well as guaranteeing Brazilian citizens a dignified life. However,&#xD;
some rights are in continuous evolution and major transformations, that is, they are&#xD;
modified according to the development of society. The Federal Constitution of 1988&#xD;
highlights the fundamental rights in the list of stony clauses, being prohibited that such&#xD;
rights are suppressed from the constitutional text. However, one of the main problems&#xD;
regarding fundamental rights refers to their effectiveness and implementation. This study&#xD;
aims to analyze the counterpoint between the existential minimum and the principle of&#xD;
reserving the possible in the construction of public policies in Brazil, with emphasis on&#xD;
health. Through a bibliographic review, it can be concluded that these principles should act&#xD;
to contribute to the guarantee of fundamental rights, especially with regard to the right to&#xD;
health.

Abstract: This study analyzes the importance of citizen participation in the evaluation of public&#xD;
services in the light of citizenship and the effectiveness of user councils, considering the&#xD;
infraconstitutional regulation of Article 37, §3 of the Federal Constitution. It is divided into&#xD;
three sections, presenting a historical overview of citizenship and introducing digital&#xD;
citizenship; it provides theoretical groundwork on social control of public policies and civil&#xD;
society participation; and it examines the constitutionalization and regulation of citizen&#xD;
participation in public services, discussing the effectiveness and limitations of user councils&#xD;
in the face of digital and structural inequalities. The methodology of bibliographic study is used, seeking to understand fundamental aspects related to digital citizenship, social control&#xD;
of public policies, and citizen-user participation in public services. The qualitative approach&#xD;
allows for an in-depth and interpretative analysis of the data, not only describing the&#xD;
investigated characteristics, but also identifying relationships, patterns, and gaps in the&#xD;
practical application of user councils. The result highlights the need for reformulation of the&#xD;
strategy adopted by the federal government, considering that the current model has low&#xD;
adherence from society and agencies, besides causing the exclusion of people who do not&#xD;
have internet access.

Abstract: This study aims to present the case of the electoral process of the Youth Municipal Council&#xD;
of Fortaleza in light of participatory democracy and the constitutional principles of publicity,&#xD;
proportionality, and provisionality. The article is divided into three sections: the first&#xD;
analyzes participatory democracy, the second presents the case under study, and the third&#xD;
uses the presented case as a theoretical framework for the application of different&#xD;
conceptions, conducting a critical and propositional analysis for the construction of a&#xD;
participatory and inclusive democracy to promote maximum possible engagement. The&#xD;
methodological strategy adopted was the case study, grounded in historical-organizational&#xD;
and observational analyses. It is classified as predominantly inductive research, seeking to extract formulations and hypotheses from empirical observation. A qualitative documentary&#xD;
survey was chosen to deepen the understanding of the object of study. As a result, it is&#xD;
concluded that participatory processes need to be guided by proportionality, reasonableness,&#xD;
publicity, and provisionality in order to achieve their objective - social participation, avoiding&#xD;
unnecessary formalisms.

    <summary type="text">Título: Práticas educomunicativas para inclusão do cidadão à previdência social brasileira

Abstract: This article is theoretical research on Educommunication and the Social Security Education Program of the National Institute of Social Security -PEP/INSS. In this way, from a perspective of participatory democracy, bring the theory and practices of Educommunication closer to the PEP/INSS. Educommunication as a communication practice to develop citizenship, social inclusion, access to information, critical reading of information and use of information for the emancipation of citizens. On the other hand, the Social Security Education Program/INSS as an instrument of social education, information and which aims to include citizens in the Social Security Policy or access to assistance benefits. Thus, the research in question has the premise of reading theory and practice together and identifying paths in Educommunication that can be applied in the PEP/INSS. In this way, some procedures to be adopted were identified so that the information reaches the citizens in a clear, inclusive way. It is fundamental to carry out the identification and mapping of the subjects who are the target of the program's actions, to promote actions with specific agendas of digital and social inclusion on welfare benefits with a focus on information about rights, partnerships to develop digital inclusion actionsand, also, to  expand  social  security  information  multipliers.  Finally,  it  is  understood  that Educommunication meets the INSS Social Policy of inclusion of citizens in Social Security, they are complementary actions that aim at the emancipation of subjectsand guarantee of rights.
