A travessia dos movimentos sociais na construção das políticas públicas

Abstract

This short essay aims at studying, although in a rather brief way, the complex process of building up of ethics based upon active citizenship, taking into consideration the intense participation of social movements in the production of public policies throughout the last two decades in Brazil. In order to accomplish such purpose, our study will take account of the permanent relationship of dialogue and conflict interwoven between these movements, on one side, and the State and the NGO's (notably from the 80's), on the other. In the crossing of the analysis (and here we benefit from Guimarães Rosa is well-known idea of the real as a process, of a crossing), we come to the present decade, at the threshold of the 21st century, precisely an extremely meaningful moment in Brazilian history whereon new social scenarios are be ing daily but upon, this time in the larger framework of the globalization of economics. This fruitful historical stage demands the writing o entirely new analytical guidelines for us, researc in the sociological field, if we actually want to understand what is going on in our country.
