Abstract: Primary Oral Health Care (POHC) integrates the organization of Health Care Networks and requires evaluation processes capable of identifying territorial performance patterns and supporting management decision-making. This study evaluated POHC in the Health Regions of Ceará, Brazil, from the perspective of dentists, based on the theoretical frameworks of Donabedian and Starfield. This is an evaluative study with a quantitative approach and descriptive and comparative analyses. Data were collected in the second half of 2024 through an electronic questionnaire containing the professional version of the Primary Care Assessment Tool – Oral Health (PCATool-SB) and a sociodemographic and occupational questionnaire. A total of 374 valid responses were analyzed (response rate of 88.2%), from dentists working in Oral Health Teams. The essential attributes evaluated were First-contact access (Accessibility), Longitudinality, Coordination, and Comprehensiveness, synthesized in the Essential Score (scale 0–10). The results showed regional heterogeneity and persistent accessibility barriers. It was concluded that POHC in Ceará presents heterogeneous orientation regarding Primary Health Care attributes, indicating the need for regionalized management strategies focused on improving access, care integration, and continuing education.

Abstract: Flowers have been used for therapeutic purposes for thousands of years, but the first globally recognized florals emerged from 1928, with the creation of the Bach Flowers Remedies. Alpinia zerumbet (Pers.) B. L. Burtt &amp; R. M. Sm. is a native plant of China and Japan, adapted to the Brazilian Caatinga biome, which belongs to the Caatinga ethnobotanical collection, Farmácia Viva, of the Federal University of Ceará (UFC). The aim of this thesis was to scientifically validate the use of Alpinia zerumbet (Pers.) B. L. Burtt &amp; R. M. Sm. in the Brazilian National Health System (SUS), by implementing it as a integrative and complementary health practices in primary care for anxiety symptoms, aligned with the National Policy for Integrative and Complementary Practices (PNPIC), promoting emotional health and quality of life. The study took place in two phases: 1) methodological - scoping review, flower medicine preparation, histological and phytochemical study of Alpinia zerumbet; and 2) quasi-experimental sensory study. The research participants included people at high risk of being diagnosed with anxiety, identified by screening and associated with one of the Primary Health Care Units (UAPS) in the municipality of Fortaleza-Ceará-Brazil. A production model for ―Floral de Matos‖ was developed, with Alpinia zerumbet, Farmácias Vivas first floral medicine, based on the theory of Dr. Edward Bach and elaborated based on a scope review. The phytochemical, histological and UV spectrometry studies demonstrated the presence of anthocyanins in the flowers and the floral medicine. The presence of anthocyanins in the flowers enhances the capture of UV rays and the release of molecules and ions into the floral water, corroborating that there are components beyond vibrational energy which justify their beneficial effects on humans. The quasi-experimental sensory study has validated the floral, providing elaboration of indication, the expected effects and indications of use. It was found the positive effect on people with anxiety, improving sleep quality, relaxation, reducing fatigue, increasing energy, aiding decision-making, releasing emotions and the expression of speech, as well as improving emotions such as sadness, fear and irritation. It was possible to produce a floral medicine at low cost, with an emphasis on our local flora. The Alpinia zerumbet flower emerge as proposal for the use of flower therapy in the SUS, at no cost, in line with the guidelines of the Ministry of Health's National Policy for Integrative and Complementary Practices.
