The knowledge of the pattern of seasonal flotation or volatility of these prices help in the implementation of politics gone back to agricultural production addressed for agroenergy. This position, the class of models of autoregressive conditional heteroskedasticity is used (ARCH and GARCH and their extensions, TARCH and EGARCH), to characterize and to analyze the volatility of the series of monthly returns of the soy, castor oil plant and sugar cane. The empiric analysis of the volatility shows that these products are marked by having accentuated flotation’s of prices, in that shocks positive or negative generate impacts with long period of duration. The sum of the reaction coefficients and persistence of the volatility showed close values of one, indicating that the shocks in the volatility will last long for some time. Such hypothesis comes from the climatic, social as well economical characteristics prevailing in those counties. In order to do this search, we utilized the Aridity Index (AI). Unfortunately, we only have climatic information to estimate AI for 15 of these counties. All the 46 counties have very closed climatic characteristics, so we could assume that all of them should be included into the semiarid zone, without commitment of great mistake. When we utilized economic and social indicators, we found out that those 46 counties present characteristics in worst situations as compared to those counties from Piauí, Ceará, Rio Grande do Norte, Paraíba, Pernambuco, Alagoas, Sergipe, Bahia, and Minas Gerais, the Brazilian States now included into the Semi-arid Zone. For instance, when we observed the range of those social and economic indicators, we also found out that there were many of those 46 Maranhão counties positioned on the bottom positions. Thus, we conclude that the population of 1.3 million who lives in those 46 counties must be included into the Brazilian Semi-arid zone as a mean to access the special public policies of the Brazilian Government. Such policies include fight against desertification, recuperation of degraded lands, reforestation, generation of income and jobs for those living in poor areas stricken by draught, should be benefit to that population. We evaluated the evolution of areas, production, yield and prices of rice, bean, cassava and corn. The production of these crops is aggregated in this stud in order to obtain the annual time series of daily production per person. The time series of production value was decomposed in three effects: area, price and rain precipitation. These time series also are divided in three historical periods: “The Immediately Post War Period” (1947-1963); the “Period Under Military Influence” (1964-1985) and the “Period After Military Influence” (1986-2008). The data come from IBGE and FUNCEME (Meteorological Foundation of Ceará State). The stud also showed the great instability of rain fall in this State. As a matter of fact in 64% of the times series analyzed, the rain precipitation was under its historical average. This instability in weather is transferred to the food production in Ceará State because there are no advanced technologies to use in these crop productions under such circumstances. The results showed that the worse period for the food production in Ceará was during the Military Influence. The data were obtained from the accounting records of the farms. It was applied as method of analysis the measures of economic performance and indicators of investment assessment. We can conclude that the activity proved to be quite feasible under the economic point of view; in addition, it showed high stability with respect to fluctuations on input and product prices, as well as the market interest rate.
