An ambitious effort has been led by Herman Daly and John Cobb. Their proposed substitute for GDP is the Index of Sustainable Economic Welfare (ISEW). ISEW gives a measure of the the current flow of products and services to humanity from all sources, and not only of the current out put of market place “commodities”, which is relevant to economic welfare. Measuring the success of the economy is extremely important if we are to know what results our policies are having on society as well as the environment. The objective of this paper is to give a better indicat or of the status of the economy of Ceará interms of welfare using the ISEW. One of the CMNP tools is the Costal Ecological-Economic Zoning (CEEZ) which is the subject of this article. The CEEZ is one technical-political planning instrument that has the objective of organizing the natural resource use and space occupation, respecting the ecosystem limits, and aiming to promote the territorial sustainable development. The Ceará State Government, in attendance to the CMNP, concluded the Coastal Ecological-Economic Zoning of Ceará State coordinated by the Ceará State Environmental Agency (SEMACE) in partnership with the Institute of Sea Science (LABOMAR) of the Ceará Federal University, which defined the policy and action for promoting the territorial planning and regional sustainable development. Such expenses would be with: administration and planning, legislative, costing personnel, assistance and welfare, and health and sanitation. For this analysis, we used panel data from a sample of 73 municipalities out of 184 municipalities in Ceara in the period 2002 to 2005, in a dynamic approach according to Arellano and Bond (1991). And as a theoretical model, we adopted an extension of the production function of Barro (1990). Your goal is just trying to find the municipalities of Ceará, what types of expenditures would be influenced positively or negatively on economic growth (GDP per capita municipal). The data in this study were obtained from the Institute of Applied Economic Research - IPEA, the Institute for Research and Economic Strategy of Ceara - IPECE, and the Brazilian Institute of Geography and Statistics-IBGE.
