Abstract: This paper deals with an investigation of the microcredit from the limits of&#xD;
neoliberal economic policies to generate employment and income, and&#xD;
reduce inequality and poverty around the world. Experience paradigmatic in&#xD;
the field of microcredit generates from Yunus and the Grameen Bank in&#xD;
Bangladesh, the basis of cultural injunctions of his country which would be a&#xD;
public policy of income generation, implemented in several countries.&#xD;
Propose reflect the extent to which microcredit promotes, in fact, the socioeconomic&#xD;
inclusion. The hypothesis is: the programs of microcredit would be&#xD;
mediated by the development of policies, and that this mediation influences&#xD;
the trajectories of the different programs, pointing out limitations and&#xD;
possibilities as to the effectiveness of them.

Abstract: This article discusses other evaluation approaches&#xD;
for the understanding of public policies in different&#xD;
cultural, social and economic contexts, based on the&#xD;
construction of evaluation parameters which are&#xD;
distinct from those indicated by the formal-technical&#xD;
evaluation models. It intends to oppose to this&#xD;
orthodox view by assuming that the evaluation of&#xD;
public policies disregards the social actors involved&#xD;
in policies, their agendas and interests, making them&#xD;
invisible. By introducing the concept of trajectory, the&#xD;
basis for an evaluation under the anthropological&#xD;
approach, another evaluative paradigm emerges,&#xD;
setting itself up as a more structured and critical&#xD;
epistemological ethos, and broadening the&#xD;
conceptual and objective framework.

Abstract: This article discusses some views on development that emphasize universal&#xD;
aspects sometimes, sometimes particular aspects and its interface with public&#xD;
policies in Brazil. The reflection is inspired by a theoretical&#xD;
framework mentionedin the text and ethnography in progress in the state of&#xD;
Paraiba. Preliminary analysis indicates that in multiethnic nations such&#xD;
as Brazil is the nation's public policies carried out by a developmental and&#xD;
economistic bias only serve the interests of political and economic elites of the&#xD;
country, such as the construction of Belo Monte plant, the main work of&#xD;
the Acceleration Program (PAC). On the other hand, rural and urban&#xD;
social movements, ethnic and gender specific policies claim to this effect, we&#xD;
identified a dilemma between universalism and particularism, as the&#xD;
great contemporary social issue: How to ensure the universality of rights? At the&#xD;
same time, meet specific demands based ondiacritics?
