Abstract: Among the numerous factors that seek to explain the phenomenon of domestic violence against women, it is possible to observe aspects of emotional dependence and economic dependence of women in relation to their aggressors. Considering this perspective and understanding that these are relevant issues for the present study, this research will focus on the economic aspect associated with the figure of women within violent relationships. It is&#xD;
understood that state actions aimed exclusively at punishing the aggressor are not sufficient for breaking the cycle of violence, making it essential to bring the figure of women as protagonists of initiatives against this type of violence. From this perspective, the Brazilian Women's House (Casa da Mulher Brasileira), as a public policy arising from the "Women: Living Without Violence" Program, sanctioned by the Federal Government in 2013, plays a&#xD;
fundamental role in building the network to combat violence against women, as it generally provides comprehensive support to women in this type of situation. Considering the economic perspective, this research proposes to evaluate the policy for promoting economic autonomy, which provides reception, training, professional qualification, and guidance for the insertion of women in ituations of violence into the labor market, collaborating so that they achieve autonomy and, consequently, break the cycle of violence. This study is situated in the field of Public Policy Evaluation and aims to analyze how the policy actions are implemented in the lives of women assisted by it. To carry out this research, the approach used will be In-Depth Evaluation, which presupposes evaluation as knowledge production, in addition to enabling an interdisciplinary and multidimensional character, required in the analysis of such policy&#xD;
due to the complexity of the theme. This type of evaluation considers the subjectivity of subjects as a relevant element, in addition to factors such as context, trajectory, content, temporal and territorial aspects, which go beyond the technical dimension. From a methodological point of view, this research has a qualitative nature and will include the development of documentary, content, and bibliographic analyses. To guide the analyses, this research starts from the following inquiry: how do the actions of the Economic Autonomy Promotion Policy, which deals with the issue of financial ependence, take effect in the lives of women assisted by the Brazilian Women's House of Fortaleza – Ceará, and what are their consequences for breaking the cycle of violence?

Abstract: This dissertation aims to analyze the institutional trajectory of the National Judicial Policy for the Care of Homeless People and its Intersectionalities (PopRuaJud), from its formulation within the National Council of Justice to its implementation in the municipality of Fortaleza/CE, in light of the Deep Evaluation approach proposed by Rodrigues (2008). The specific objectives are: (i) to understand the political, social, and institutional context that led to the emergence of the policy; (ii) to examine the processes, actors, and institutional arrangements involved in its implementation at the local level; and (iii) to identify the narratives, disputes, and interpretations mobilized in its construction, based on the analysis of a local seminar and conducted interviews. From a methodological perspective, this study adopts a qualitative approach, with an exploratory-descriptive nature, grounded in the Deep Evaluation framework. The research was developed through the articulation of bibliographic research, documentary analysis, and field research. The documentary analysis focused on regulations, reports, and institutional records produced by the National Council of Justice and local institutions between 2020 and 2025. The field research involved semi-structured interviews with actors linked to the justice system, social movements, and participants in policy-related actions. The data were analyzed using content analysis, as proposed by Bardin (2009), enabling the identification of analytical categories related to meanings, disputes, and contradictions present in the policy implementation process. The results show, regarding the first objective, that the emergence of PopRuaJud is directly associated with the worsening of social inequalities during the Covid-19 pandemic, as well as with the intensification of the judicialization of public policies in response to the insufficiency of traditional state actions. Regarding the second objective, the analysis indicates that the policy implementation at the local level occurs through interinstitutional arrangements that are still under consolidation, marked by efforts of articulation among the Judiciary, the Executive, and civil society, but also by structural limitations related to fragmented public policies, dependence on budgetary resources, and institutional constraints of the justice system itself. Concerning the third objective, the interviews and the seminar analysis reveal the coexistence of different narratives about the policy, highlighting convergences around the expansion of access to justice, as well as divergences regarding the role of the Judiciary, the limits of judicialization, and the most appropriate strategies to address homelessness. It is concluded that PopRuaJud is a policy in the process of construction, which expresses advances in the visibility of the demands of the homeless population, while also revealing tensions inherent to its institutionalization within the Judiciary. By analyzing its trajectory, this research contributes to the understanding of the potentialities and limits of judicial action in the promotion of social rights, as well as to the improvement of public policies aimed at guaranteeing access to justice in contexts of deep social inequality.

Abstract: This study analyzes the challenges inherent in implementing facial recognition technologies in Brazilian public security, from the perspective of structural racism, personal data protection, and existing legal gaps. Beginning with a historical contextualization of public surveillance policies and the rise of the Surveillance State, the concept of technological racism is discussed, illustrated by algorithmic failures and problematic use cases of these tools in Brazil and abroad, which highlight risks and perpetuate inequalities. The issue of algorithmic bias in artificial intelligence and machine learning systems is investigated, contrasting it with the inadequacy of the current legal framework and draft legislation under discussion at various legislative levels. The study places particular emphasis on the obstacles to applying the General Personal Data Protection Law (LGPD) to facial biometric monitoring in football stadiums, addressing the processing of sensitive data, the complex definition of legal bases, the delicate balance between privacy and the public interest in security, the absence of specific regulation from the National Data Protection Authority (ANPD), and observed deficiencies in terms of governance, transparency, control, and accountability. To deepen the empirical analysis of the issues raised, a detailed case study is developed concerning the use of this technology at Arena Castelão, in Fortaleza/Ceará. Finally, it is argued that, despite the potential benefits for security, the indiscriminate adoption of such technologies entails significant risks of discrimination and violation of fundamental rights, demanding a qualified public debate, greater social control, and the development of specific and robust legislation to ensure its ethical, transparent, and responsible use.

Abstract: The overall objective of this research was to evaluate the pedagogical practices and institutional conditions of Youth and Adult Education (EJA) in serving women at a municipal school in Fortaleza. Regarding to the specific objectives, the research aimed to understand the experiences of women returning to the classroom, based on student narratives; to examine the significance of this process for the reconstruction of their critical thinking of relation to the marks of patriarchy; and to examine the management processes and institutional actions implemented by the pedagogical coordination, concerning the demands of women. Grounded in Historical-Critical Pedagogy and a counter-hegemonic perspective, a qualitative approach was crucial, utilizing documentary research, interviews with the coordination, focus groups with twelve students, and field diary entries. The data, subjected to content analysis, reveals that the daily life of adult education pulsates with a duality: on one hand, the coldness of standardized public policies that ignore gender specificities; on the other, the "school floor" as a vibrant territory of insurgency. Thus, the return to studies reveals itself as the realization of Freirean utopia, in which the act of learning allows for the denunciation of an oppressive reality and the announcement of new possibilities for existence. For these women, education constitutes the Unprecedented Viable: the transformation of historically insurmountable obstacles into concrete actions of liberation through praxis. Beyond literacy, their trajectories represent a rupture with imposed destinies, transforming the students' accumulated resistance into collective knowledge and intergenerational protagonism. Through the lens of emancipation, adult education asserts itself as a strategy for political survival, where the pen and notebook become devices for reclaiming their own voice.It is concluded that the education of women in EJA (Youth and Adult Education) goes beyond functional instruction to constitute a profound process of subjective liberation. It is imperative that this journey cease to be an isolated act of daily courage and become consolidated as a state policy that effectively guarantees the right to autonomy and female dignity.
