Abstract: This study aims to evaluate the sport and leisure policy of the state of Ceará directed toward Indigenous peoples through the analysis of the Indigenous Games of Ceará. It is a qualitative research study that adopts an in-depth evaluative approach, structured around four analytical axes: Content Analysis, Context Analysis, Trajectory, and Territorial and Temporal Spectrum. To this end, a documentary analysis was conducted using public notices, regulations, and implementation reports of the Games. In addition, two field studies with participant observation were carried out during the 2024 and 2025 editions of the event, as well as 19 semi-structured interviews with athletes, leaders, and organizers. The interviewees were selected through the snowball sampling method, and their statements were analyzed using content analysis techniques. The in-depth evaluation of the policy content revealed the absence of other sport and leisure programs, actions, or policies specifically directed toward Indigenous peoples in Ceará, beyond the Indigenous Games themselves. The policy content proved insufficient to encompass subjective issues and to significantly include Indigenous peoples in the construction of the texts, the elaboration of meanings, and the management of the Games. The analysis of the context and trajectory of the Indigenous Games policy in Ceará made it possible to identify competing political forces and the personal interests of some actors involved in its implementation. The support of municipal governments proved fundamental for the execution of the Indigenous Games of Ceará. The policy trajectory is marked by institutional racism and non-Indigenous influences in the management of the Games. The analysis of the temporal and territorial spectrum of the Indigenous Games of Ceará highlighted that sport and leisure policies depend on the guarantee of territorial rights. There is no sport and leisure, nor Indigenous Games in the villages, without Indigenous peoples having physical and symbolic control over their territories. The Indigenous Games of Ceará contribute to the maintenance of Indigenous territories and promote access to sport and leisure; however, they are not guaranteed without prior access to territory. It is necessary to overcome technicist and tutelary management models to ensure Indigenous protagonism in the formulation and implementation of policies, confronting the colonial legacies that still shape public administration. The study considers that the Indigenous Games are fundamental for strengthening the identity and culture of the Indigenous peoples of Ceará and constitute an important form of resistance.

Abstract: This dissertation evaluates the Housing Assistance Program of the Federal University of Ceará (UFC), at the Fortaleza campus, within the scope of the National Student Assistance Policy (PNAES), aiming to understand its contribution to the retention of students in situations of socioeconomic vulnerability in higher education. The study is based on the understanding that the expansion of access to higher education, especially through the quota policy, has changed the student profile of federal institutions and intensified the relevance of student assistance policies for undergraduate student retention. The research adopts an evaluative perspective inspired by Fourth Generation Evaluation and combines qualitative and quantitative approaches. To this end, documentary and institutional data regarding the beneficiaries of the program were mobilized, in addition to interviews with managers, staff members responsible for implementing the policy, and assisted students, with data processed through content analysis. The results show that the Housing Assistance Program plays a significant role in student retention by impacting material conditions of subsistence, mobility, academic continuity, and expectations of remaining at the university. At the same time, the study identifies tensions related to poverty, budget constraints, targeted assistance, management and operational challenges, partial lack of knowledge about PRAE services, and the increasing complexity of student demands. It is concluded that the program constitutes an important instrument for inclusion and student retention; however, its effectiveness depends on the institutional and budgetary strengthening of PNAES, as well as on information, monitoring, and evaluation strategies capable of reducing exclusions within the inclusion policy itself.

Abstract: This study consists of a counter-hegemonic evaluative research project in the field of public &#xD;
policy, grounded in a post-constructivist perspective, through In-Depth Evaluation (Souza, &#xD;
2009; Fernandes, 2010; Guba; Lincoln, 2011; Lejano, 2012; Gussi; Oliveira, 2015; Rodrigues, &#xD;
2016; Borges; Rothen, 2019). Its objective is to evaluate the University Extension &#xD;
Curricularization Policy, based on the tensions arising in its implementation at the Universidade &#xD;
Federal do Ceará (UFC). The research is based on the understanding that the curricularization &#xD;
of extension, as an educational public policy, emerges in a context of political, economic, and &#xD;
social transformations that directly impact higher education institutions, especially with regard &#xD;
to integrating extension into academic practices. The relevance of this study lies in its critical &#xD;
analysis of the theoretical-epistemological aspects involved in the curricularization of &#xD;
extension, seeking to identify the challenges and potentialities of its implementation. &#xD;
Methodologically, it adopts a qualitative approach, using document analysis and interviews &#xD;
with UFC managers and extension practitioners. Data analysis was conducted through Critical &#xD;
Discourse Analysis (Orlandi, 2012; Fairclough; Melo, 2012), in order to interpret the meanings &#xD;
and significations attributed to university extension within the curricularization policy. The &#xD;
theoretical framework is grounded in discussions on educational public policies focused on &#xD;
higher education, drawing on a review of the development and models of the university in Brazil &#xD;
(Ribeiro, 1986; Höfling, 2001; Chauí, 2002, 2003; Fávero, 2006; Cunha, 2007a, 2007b; Silva, &#xD;
2013; Paro, 2020; Saviani, 2021). Regarding extension policies and epistemologies, the &#xD;
discussion is informed by Freire (2014), Rocha (1984a, 1984b), Sousa (2010), Oliveira e &#xD;
Goulart (2015), Gadotti (2017), Machado (2019, 2021) e Jimenez et. al. (2023). Concerning the &#xD;
category of curriculum – central to this debate – this study draws on Giroux (1986), Apple &#xD;
(2006), Silva (2009), Sacristán (2013), Arroyo (2014), Hooks (2017), Gaviria (2019), and &#xD;
Imperatore (2019). The results indicate that both the documents and the research collaborators’ &#xD;
accounts reveal particularities of the dispute between models of the university as an &#xD;
emancipatory institution, situated within the context of demands imposed by a managerial state. &#xD;
Despite the challenges, collaborators express a strong sense of belonging to the university and &#xD;
orient their statements toward recognition of, and investment in universtity extension, &#xD;
understood as an expression of the ethos of a transformative public university.

Abstract: Pregnancy is a sensitive and transformative period in women's lives, marked by &#xD;
intense physical, emotional, and social changes. Therefore, it becomes essential to &#xD;
understand how care and assistance are provided during this cycle, especially in &#xD;
spaces that aim to offer comprehensive care. In light of this, this research evaluated &#xD;
the humanization practices in maternal-fetal health care at a Pregnant Woman, Baby, &#xD;
and Postpartum Woman's House (CGBP) located in Fortaleza-CE, from the &#xD;
perspective of the individuals directly involved in the care process. This study focuses &#xD;
on the Pregnant Woman, Baby, and Postpartum Woman's House because it is a space &#xD;
dedicated to maternal-fetal care. The investigation was guided by the guidelines of &#xD;
public policies for the humanization of care, with emphasis on the National &#xD;
Humanization Policy (PNH), the Stork Network, and the Alyne Network, which guide &#xD;
more welcoming, safe, and respectful practices. Data collection was developed from &#xD;
bibliographic research on central topics in the area of humanization and maternal-fetal &#xD;
health, in addition to documentary research and semi-structured interviews with &#xD;
pregnant women, postpartum women, and health professionals from the institution, &#xD;
seeking to capture perceptions, experiences, and practices surrounding humanized &#xD;
care. This research adopts a qualitative approach, of an exploratory and descriptive &#xD;
nature. As an evaluative perspective, the in-depth evaluation approach proposed by &#xD;
Rodrigues (2008) is adopted, considering its four analytical axes: content analysis, &#xD;
context analysis, institutional trajectory, temporal and territorial spectrum. The data &#xD;
analysis was conducted using the content analysis technique, as proposed by Bardin &#xD;
(2016) and Minayo (2004), analyzing the interpreted central theme, allowing for an &#xD;
accurate reading of the narratives and relationships established in the investigated &#xD;
context. The results indicated that the CGBP (Comprehensive Care for Pregnant &#xD;
Women) does indeed promote humanized and welcoming care; however, there are &#xD;
some issues that deserve attention. The findings of the evaluative research on what &#xD;
needs improvement demonstrate the absence of medical care, limitations in the daily &#xD;
monitoring of pregnant women, delays in ambulance transport, and a lack of &#xD;
specialized support in nutrition, psychology, and neonatology. The users also &#xD;
highlighted the discomfort of the beds and dissatisfaction with the meals. The &#xD;
professionals confirmed these complaints and emphasized the need for in-person &#xD;
training and greater knowledge sharing among the teams. Finally, the creation of the &#xD;
CGBP (House for Pregnant, Baby and Postpartum Women) is part of a process of &#xD;
idealizing increasingly humanized care, concerned with the health and well-being of &#xD;
pregnant and postpartum women. The institution conducts satisfaction surveys with &#xD;
users, in addition to having a space that increasingly seeks comfort and improved &#xD;
service to the population. Therefore, the research showed that the House for Pregnant, &#xD;
Baby and Postpartum Women of Fortaleza promotes welcoming and humanized care, &#xD;
aligned with the guidelines of the National Humanization Policy (PNH) and the Stork &#xD;
Network (Rede Cegonha). However, challenges related to physical structure, &#xD;
transportation, specialized support, and team training persist. It is concluded, &#xD;
therefore, that the CGBP represents an important advance, but one that requires &#xD;
continuous improvement to consolidate comprehensive maternal and child care &#xD;
practices.
