It is claimed, with this theme study, to demonstrate the power of the legal force of the humans’ right international treaty, and analyze the reflex of these mechanisms that concerns the women’s human rights in Brazilian’s State, specially concerning the promulgation of Law nº 11.340, from august seventh 2006, known as Maria da Penha’s Law, important tool in the fight to eradicate the domestic and familiar violence against woman. Therefore, it was made an evaluation of the effects of the international treaties, mainly those that deal with women rights. Today, the importance of these instruments to the protection, promotion and efficacy of human rights shows indisputable, to have in view the nature of these dispositions, once that it concretizes the principle of the dignity of the human person, basilar postulate of the national legal system. By its nature, the international treaties of human rights have special status, when transported to the internal legal ordainment, especially after the Constitutional Emend nº 45/2004, which came to consolidate the understanding of the originating legislator of 1988. In a general way, this work proposes an investigation into the evident penal feature of the current traffic law, in that case, the law 9.503, set on September 23, 1997, included in the judicial ordinance mainly to inhibit traffic offences, this stopping the growing number of serious occurrences related to this sector. In a close approach, the research aims to analyse the influence of the Law and Order Movement criminal policy on the elaboration of the code previously mentioned, as well as study the penalty procedures and penal prosecuting which can be applied to the penal types considered as traffic crimes. Finally, it also intends to critically analyse the contexts in which the needs of repressive actions get stronger in the social environment, wishing that they have immediate effect and many control the violence, respecting a representative governmental intervention of a symbolic effect of the Penal Code, without inciting the proper care of the tutored legal rights. In focus, the lack of driving and the special handling of lethal weapons, resulting in several automobile accidents, as well as the infamous stray bullet, that every day innocent lives, even the police themselves. Result of several research publications in the state that journalists daily denounces the inefficiency of public safety Ceará translated into actions and disastrous unpreparedness of these officers, this study seeks to identify the shape, location and timing of the various training courses and training the military police and civil police, so that we can diagnose the real reason for the lax enforcement of such a course, which creates a lack of credibility in society. Thus, we try to analyze what the subjects taught and the hours available, the type of training in defensive driving and emergency vehicles, conduct and behavior required and supported the police service, which weapons and the number of shots made to the training of new police officer. Disqualification for police use of firearms was seen through the records of the occurrences of firing at random, known as stray bullet, involving officers with strong indication of unpreparedness. In analyzing the training of police Ceará, making a comparison was made between the previous administrations which had the participation of UECE (State University of Ceará) and the current government that the outsourced management and reduced from six to three months, the period of course, serving as parameters for future inquiries.
