Since its release, the program try to finance and to give facilitated conditions to concessionary of distribution in the amplification of the electric attendance in its regions. Nowadays, it is recognized that the deficiency of electric atten-dance, mainly in rural population of low income, elapses of the little economical attractiveness of investment or even in the absence of a public politics sustained for rural electrification. In spite of difficulties, the photovoltaic alternative can be seen as a viable option in the preattendance to the rural homes in areas where it is unviable the use in other ways of electric supply in short period. The main purpose in this article is to present an option for electric power concessionary , especially in the State of Ceará, that, for certain cases, the attendance through photovoltaics sys-tems is a viable alternative better than the conventional way. Along the article, a methodology of electric pré-attendance is presented to rural areas of Ceará where the costs of electric net extension are very onerous.
