Abstract: Our purpose in the present text is to work, through the analysis of secondary data, the evaluation in its brief historicity, &#xD;
presenting then the place it occupies in the structure of the nine States that form the Brazilian Northeast, and to try to answer the &#xD;
question: what are we looking for? We understand the evaluation of public policies as a critical analysis, as a process and procedure &#xD;
inherent to the planning process of public action that qualifies State intervention, when it comes to an emancipatory corporate project, &#xD;
and that responds to social demands as an expression of public interests. The evaluation is historic, legitimized in 2004, occupies a &#xD;
prominent place in the Planning Secretariats of the northeastern states, but still within the framework of the hegemonic managerial &#xD;
perspective. The challenge of evaluating public policies is to seek results that transform the situation unchanged. Qualifying the &#xD;
evaluation and developing skills is the responsibility of the public manager, committed to the public thing.

Abstract: The indicators are the backbone of an evaluation. Taking into account the different models of evaluation of postgraduate &#xD;
training in Spain, in the following work a review of the evaluation indicators is carried out according to their elements and technical &#xD;
aspects. For this, a brief theoretical review will be made of some of the different proposals found around the evaluation of postgraduate &#xD;
training, and more generally the evaluation methods focused on processes and those that focus on results. Subsequently, a descriptive &#xD;
analysis of the different evaluation designs of postgraduate training in Spain is carried out: both the ANECA, as well as the University &#xD;
Rankings and the Master of Evaluation (UCM), according to their different elements that comprise it.

Abstract: Throughout history, the development of public policies within the framework of Higher Education has been integrating &#xD;
different quantitative measures of the performance of institutions with the aim of evaluating the quality of the teaching-learning &#xD;
process. Currently, the indicators are integrated into different evaluation programs and rankings as a tool for evaluating the quality of &#xD;
educational institutions within the framework of Higher Education. Although there is consensus among different authors regarding the &#xD;
usefulness and validity of the use of indicators in the evaluation of universities, there are discrepancies in terms of their identification, &#xD;
both in the purpose they pursue, as in their typology and degree of importance

Abstract: The present article proposes the hypothesis of a kind of racial ethnic Brazilian social security apartheid with roots in the &#xD;
transition from the slave regime to modern capitalism. Initially, some theoretical aspects about the insertion of the black population &#xD;
in the job market are explored from the end of the 19th century. Subsequently, through multivariate regression statistical models, &#xD;
empirical evidence of this unequal insertion is evaluated, based on public information bases on pensions received from social &#xD;
security institutes or the federal government. In the third stage, the same models are used to assess inequality of access to other &#xD;
forms of retirement and pension, more associated with the transition from industrial capitalism to financial capitalism. Finally, the &#xD;
final considerations are presented where, in summary, it appears that the disadvantage of access to social protection for the black &#xD;
population in the transition extends financial capitalism, reproducing the same segregations of slave-based roots.
