Abstract: This study analyzes the challenges inherent in implementing facial recognition technologies in Brazilian public security, from the perspective of structural racism, personal data protection, and existing legal gaps. Beginning with a historical contextualization of public surveillance policies and the rise of the Surveillance State, the concept of technological racism is discussed, illustrated by algorithmic failures and problematic use cases of these tools in Brazil and abroad, which highlight risks and perpetuate inequalities. The issue of algorithmic bias in artificial intelligence and machine learning systems is investigated, contrasting it with the inadequacy of the current legal framework and draft legislation under discussion at various legislative levels. The study places particular emphasis on the obstacles to applying the General Personal Data Protection Law (LGPD) to facial biometric monitoring in football stadiums, addressing the processing of sensitive data, the complex definition of legal bases, the delicate balance between privacy and the public interest in security, the absence of specific regulation from the National Data Protection Authority (ANPD), and observed deficiencies in terms of governance, transparency, control, and accountability. To deepen the empirical analysis of the issues raised, a detailed case study is developed concerning the use of this technology at Arena Castelão, in Fortaleza/Ceará. Finally, it is argued that, despite the potential benefits for security, the indiscriminate adoption of such technologies entails significant risks of discrimination and violation of fundamental rights, demanding a qualified public debate, greater social control, and the development of specific and robust legislation to ensure its ethical, transparent, and responsible use.

Abstract: The overall objective of this research was to evaluate the pedagogical practices and institutional conditions of Youth and Adult Education (EJA) in serving women at a municipal school in Fortaleza. Regarding to the specific objectives, the research aimed to understand the experiences of women returning to the classroom, based on student narratives; to examine the significance of this process for the reconstruction of their critical thinking of relation to the marks of patriarchy; and to examine the management processes and institutional actions implemented by the pedagogical coordination, concerning the demands of women. Grounded in Historical-Critical Pedagogy and a counter-hegemonic perspective, a qualitative approach was crucial, utilizing documentary research, interviews with the coordination, focus groups with twelve students, and field diary entries. The data, subjected to content analysis, reveals that the daily life of adult education pulsates with a duality: on one hand, the coldness of standardized public policies that ignore gender specificities; on the other, the "school floor" as a vibrant territory of insurgency. Thus, the return to studies reveals itself as the realization of Freirean utopia, in which the act of learning allows for the denunciation of an oppressive reality and the announcement of new possibilities for existence. For these women, education constitutes the Unprecedented Viable: the transformation of historically insurmountable obstacles into concrete actions of liberation through praxis. Beyond literacy, their trajectories represent a rupture with imposed destinies, transforming the students' accumulated resistance into collective knowledge and intergenerational protagonism. Through the lens of emancipation, adult education asserts itself as a strategy for political survival, where the pen and notebook become devices for reclaiming their own voice.It is concluded that the education of women in EJA (Youth and Adult Education) goes beyond functional instruction to constitute a profound process of subjective liberation. It is imperative that this journey cease to be an isolated act of daily courage and become consolidated as a state policy that effectively guarantees the right to autonomy and female dignity.

Abstract: This dissertation critically analyzes the social work carried out within the scope of the social housing policy in the municipality of Fortaleza, Brazil, with emphasis on the narratives of professionals working through a private company outsourced to implement social actions in housing developments. The work takes place within the framework of a Public-Private Partnership (PPP), established between the public administration and the company, highlighting the effects of outsourcing on the operationalization of social work. The investigation starts from the recognition of the importance of social work as a means of mediation between the State and society, while questioning the impacts of institutional fragmentation and the lack of intersectoral coordination on the effectiveness of public policies aimed at dignified housing. The research adopts a qualitative approach, grounded in the dialectical method and based on content analysis according to Minayo (2012). It is anchored in a critical evaluative perspective, seeking to understand the limits and possibilities of social work as an emancipatory practice. Semi-structured interviews were conducted with four social workers who operate directly in the territories of the housing developments. The empirical focus allows for an understanding of the challenges faced in daily practice, particularly regarding the precarious working conditions, the fragility of the relationship between the implementing teams and the managing bodies, and the invisibility of the educational and emancipatory dimensions of social work. The analysis revealed two main axes: (i) social participation as a means of emancipation and strengthening the autonomy of beneficiary families; and (ii) the discontinuity and fragmentation of actions as obstacles to full social inclusion.The professionals’ testimonies indicate that, although social work is recognized as a potential space for community mobilization and citizenship building, it is constantly crossed by market logics, bureaucratic targets, and fragmented practices that weaken its transformative potential. The findings show that outsourcing social actions, although a recurrent strategy in contemporary public management, imposes significant limitations on the effectiveness of housing policy, making social work vulnerable to contractual ruptures, action discontinuity, and lack of intersectoral planning.The dissertation concludes by emphasizing the urgency of valuing the critical participation of families, consolidating integrated public policies, and overcoming the assistentialist logic that still permeates housing policy, proposing paths toward the construction of fairer, more coordinated practices truly committed to social rights.
