Abstract: This dissertation evaluates the public policies of inclusive education in Guinea-Bissau from the analysis of institutional, political and ideational context (CIPI), with emphasis on the role of the Federation of Associations for the Defense and Promotion of the Rights of Persons with Disabilities (FADPDPD). A qualitative approach is adopted, anchored in documentary and bibliographic analysis, using secondary sources (government documents, reports from civil society organizations, international conventions and academic literature), articulated with the condition of native researcher and the notion of ideational context as an interpretative key. The study shows that, although there are normative frameworks and plans aimed at the educational sector, inclusive education is still marked by institutional weaknesses and implementation limits, expressed in the insufficiency of instruments, resources and monitoring mechanisms, as well as in the persistence of social and cultural barriers. In the empirical-documentary sphere, the lack of political will, institutional barriers, absence of specific legislation, infrastructure and accessibility deficits, gaps in information and educational support (including adapted materials and teacher training), in addition to the non-compliance with internationally assumed commitments, stand out, composing a framework that compromises the realization of the right to education of people with disabilities. In this scenario, the FADPDPD appears as a relevant collective actor in the co-production of inclusion, by articulating the defense of rights and social awareness, aggregating more than 30 associations and focusing on educational opportunities, even though its initiatives face restrictions resulting from the limited participation and capacity of the public power.

Abstract: This dissertation evaluates public policies for regional development in the semi-arid region of Ceará, focusing on the evaluation of the São José Project in the Sertão dos Inhamuns region, in light of Sustainability-Based Policy Evaluation (SBE). It starts from the understanding that climate vulnerability in the semi-arid region is a structural and historically produced condition, resulting from the interaction between environmental, social, economic, and institutional factors. The theoretical framework articulates contributions from territorial development, environmental law, and sustainability, incorporating the paradigm of coexistence with the semi-arid region as an alternative to traditional drought control policies. From the perspective of the Socio-Environmental State of Law, sustainability is understood as a structuring legal principle and an intergenerational duty, guiding the formulation, implementation, and evaluation of public policies. The theoretical approach recognizes the multidimensionality of the environment, considering its natural, artificial, cultural, and labor dimensions, and problematizes the limits of normative discourses on sustainability in the face of contemporary production and consumption patterns. Methodologically, the research adopts a qualitative approach, using bibliographic and documentary methods, and secondary data, allowing for the evaluation of the policy's internal coherence, its territorial impacts, and its contribution to reducing climate vulnerability and strengthening community resilience. To systematize and interpret the collected data, the research uses the content analysis technique proposed by Laurence Bardin, especially from the stages of pre-analysis, material exploration, and results treatment. The results of the analysis show that the São José Project contributes to strengthening the social and productive inclusion of rural populations in the Sertão dos Inhamuns region, expanding access to water, sanitation, technical assistance, and income-generating opportunities. Furthermore, the strengthening of local capacities and community participation was verified through support for rural associations and organizations, favoring territorial governance processes and social control. In the environmental dimension, the project demonstrates potential to reduce vulnerabilities associated with water scarcity and climate change by encouraging productive practices compatible with semi-arid conditions and strategies for coping with drought. From a political-institutional perspective, the consolidation of participatory management mechanisms and articulation between different public and community actors was observed, contributing to greater effectiveness of regional development actions. Despite the identified advances, challenges persist related to the continuity of public policies, the monitoring of long-term results, and addressing the socio-environmental inequalities historically present in the region. It is concluded that territorialized policies oriented towards sustainability have greater potential to promote lasting, socially just, and environmentally balanced regional development in the semi-arid region of Ceará.

Abstract: This dissertation evaluates the Participatory Planning Cycle (CPP) of Fortaleza from 2018 to 2021, adopting a critical-dialectical perspective to investigate the extent to which proposals selected in participatory arenas can be traced through their incorporation into the Annual Budget Law (LOA) and their subsequent implementation across territories, considering the municipality’s socio-spatial inequalities. The study employs a predominantly qualitative approach, with instrumental use of quantitative data, through bibliographic research, case study, and documentary analysis. As an analytical strategy, a three-level traceability matrix (R0, R1, and R2) is developed to classify the degree of linkage between deliberation, budgeting, and implementation of proposals. For the territorial analysis, proposals are associated with neighborhoods and compared across socio-spatial strata defined by the Human Development Index at the neighborhood level (IDH-B), supported by spatial analysis using Kernel density mapping. The findings reveal a high level of formal incorporation of demands into the budget, contrasted with low effectiveness in implementation, with a predominance of proposals classified as traceable without materialization (R1). The study identifies the presence of technical-institutional filters that condition the transformation of deliberations into state action, configuring a pattern of legitimation without effectiveness. At the territorial level, the implementation of proposals occurs selectively and is not equitably distributed across socio-spatial strata, being influenced by alignment with governmental agendas and by the state’s technical-administrative capacity. It is concluded that the CPP operates as a distributive conflict arena mediated by institutional, political, and fiscal criteria, in which the formal expansion of participation does not necessarily translate into greater capacity to influence public resource allocation, functioning predominantly as a mechanism for capturing and organizing social demands.
