Abstract: This article aims to analyze the Institutional Development Plan prepared within the scope of the Federal University of Ceará from 2018 to 2022, from the perspective of its potential and&#xD;
limitations in the context of the goals of the National Education Plan ( 2014 to 2024) for Higher Education. Being a quali-quantitative and interpretive investigation, the aforementioned was structured in two moments: a) bibliographic analysis of the concepts and themes related to the National Education Plan; b) survey and document analysis of the Institutional Development Plan (2018-2022), the statistical yearbooks (2014-2022) and the management indicators prepared by the UFC. As a result of the research, it appears that goals 13 and 14, aimed at graduate studies, are partially met, while goal 12, although registering growth, is far from being achieved, especially in terms of net and gross enrollment rates, as well as with regard to the expansion of enrollments in the public sector. It is also important tohighlight that Constitutional Amendment nº. 95/2016 approved in the context of the economic-political crisis, directly and negatively impacts the goals established in the National Education Plan (2014-2024) as well as the existence of and the effectiveness of National Plans of Education in the coming decades.

Abstract: Higher Education Institutions are important for the economic and social development of a region and society's demand for quality educational services is a constant. In order to meet these desires, business process management presents itself as a tool in optimizing the quality of services provided. Process improvement is an essential part of management and aims to make them faster, more effective, efficient and flexible, reducing costs and time per cycle. In this study, an action research was developed with the objective of proposing a redesign of the processes of an undergraduate course coordination. The “Delivery of Course Completion Assignments” process was chosen because it is a short and low-complexity process, but it presented obstacles in the workflow, leading to delays and loss of efficiency. For the development of this study, documents and procedures were analyzed and interviews were carried out with users and actors in the process. In a second moment, we reflect on the data found, seeking to identify and resolve gaps in the process. The suggested actions to improve the process sought to optimize time and resources, speeding up the publication of Course Conclusion Papers in the institutional repository, reducing the waiting time for the issuance of the undergraduate degree and increasing the satisfaction of graduates.

Abstract: Democracy as a way of life, since at least the revolutionary processes of the 18th century, has become a constant agenda not only for the organization of political regimes, but has taken the ideas of freedom and equality, for example, to the most diverse areas where human plurality coexists. In the 20th and 21st centuries, democratic expectations deepened and gained even more space in our current institutions, including the university. Based on this, the main objective of this research is to know why and how the public university management must be guided by democratic principles. In order to do so, three specifics objectives are analyzed: 1) initially, I develop a delimitation of the concept of democracy in terms of its principles and objectives; 2) next, I explain the uniqueness of the university to understand what constitutes its structure and how it is a privileged space for democratic practice and for the promotion of a democratic culture, and 3) finally, I evaluate under which aspects we can understand democratic public management from a focus on what constitutes public administration, on the one hand, and, on the other, in view of the classic models of public management: the patrimonial, the&#xD;
bureaucratic, the managerialism, and the societal. The methodology will be bibliographic, based on recent analyzes by Chauí (2018), Avritzer (2019) and Bignotto (2020) regarding democracy in Brazil. In addition, we will verify the studies of Braga (1998), Mendonça (2001), Souza (2019) and Salles (2020) and others about university democracy. Furthermore, a theoretical essay is carried out in the way in which the objectives are presented. The assumption is that, in general, there is not a pure application of management models, but that elements from the most diverse sources are part of administrative practices. It is, therefore, necessary to understand which forms of action lead to public vices, above all generating an environment of domination of certain groups over others, and which ones help in the promotion of university democracy. As a result, another way of looking at university public management is necessary, deepening its democratic aspect and based on republican principles, inspired by a notion of active citizenship, in which direct democracy becomes possible through councils, from which responsibilities are divided, rights are guaranteed and a feeling of belonging to public affairs is created.

Abstract: Corporate governance has increasing its importance in academia and public organizations, and the maturing of the culture of governance is considered a challenge for federal universities. The Brazilian Federal Court of Accounts (TCU), in order to guide the bodies to improve public governance actions, issued the Basic Governance Reference. This paper has as purpose to analyze the governance actions in the personnel management within the scope of the Universidade Federal do Ceará (UFC), according to guidelines issued in the Basic Governance Reference of TCU. The study presents an exploratory research, with a qualitative approach, using a case study, documental research and participant observation, in which governance actions in people management were verified when filling out the TCU self-assessment questionnaire. It is concluded that the UFC plans, monitors and controls actions aimed at governance in people management, strengthening good governance, and that the actions related to the seven people management practices were evidenced according to the guidelines issued by the TCU. UFC's self-assessment allowed the 2021 iGG to reach 52%, ranking it in the middle stage.
