Abstract: The objective this paper is to analyse the effects of economic growth, inequality and the&#xD;
Bolsa Familia program (PBF) on poverty rates in Brazil. A dynamic panel model,&#xD;
estimated by the generalized method of moments for two-steps system, developed by&#xD;
Blundel-Bond (1998) was used. The results show that spending on the bolsa família did&#xD;
not, in any one of the models examined, had impact on poverty. It was found that the&#xD;
policies of economic growth which promote increase in income along with a reduction&#xD;
in inequality are preferable to policies of economic growth that only lead to increase an&#xD;
average income in reducing poverty in Brazil.

Abstract: This article embodies the concept of ‘tragedy of commons’ – meaning the suboptimal result in production or exploitation of an economic activity – where the tragic effect occurs whenever the consumption of a common commodity by an agent who maximizes his utility brings about a negative utility to other agents who consume the same commodity. As an overall result, all agents that may use such a commodity end up with leading to a negative social result, which might be split in two branches: first, overexploitation generates exhaustion of resources; second, marginal utility and marginal productivity would tend to zero. The lobster fishing activity is a typical case of tragedy of commons. So, two theoretical approaches are discussed on how to deal with the problem, namely, game theory and optimal control in dynamic optimization.

Abstract: The objective of this paper is to verify empirically which variables possess robustness to explain variations in the per capita GDP. It is not to be pursued the contribution of traditional macroeconomic variables themselves, monetary or fiscal variables, but mainly the influence&#xD;
of institutional variables on them, consequently on growth. Endogenous growth theory is the background to support the empirical results. The methodological hypotheses are that social capital and institutional variables, for instance red tape bureaucracy, civil rights, corruption,&#xD;
law enforcement, external conflicts, etc, may hinder the economic growth process. In this reasoning, two analyses gathering worldwide countries and brazilian states were performed by econometric models to test the effects of those variables on the growth path of countries and states. In conclusion, it is doubtless the significance that social and institutional variables play&#xD;
on determining the contemporaneous stage of economic development.

    <summary type="text">Título: Inovação endógena e crescimento regional: estimando a função de produção de idéias para as regiões brasileiras

Abstract: Estimating the production function of ideas to provide a better empirical comprehension of the income differential among brazilian regions is the main focus of this paper. By taking endogenous growth models framework, recent theoretical debates have relied on neoschumpeterians models where technological innovation has provided with strong evidenced&#xD;
toward positive externalities on growth. This is the theoretical reason which this paper is relied on. Econometric models provide the measuring of spillovers of ideas, not only over time but also across regions, in the process of generating externalities. The results allow&#xD;
inferring two distinct conclusions. Firstly, there is evidence of a strong feedback in the R&amp;D toward spillover over time with increasing returns in production. Secondly, it is verified a significant regionally negative spillover effect, which indicates that the production of ideas is&#xD;
competitive among regions, therefore, there must have comparative advantage in the regional income distribution.
