Abstract: The information produced by monitoring of water levels of the dams are useful to
inform daily the volume of stored water, accompany the operation of the dams and to plan,
come in other possibilities. From organization and consolidation of the information produced
by monitoring during the period from 1986 to 2006 it determined the hydrological behavior
of 5 great from Ceara dams- Araras, Banabuiú, Oren, Pedras Brancas and Pentecoste. To
characterize the hydrological behavior of the studied dams were selected 6 variables: initiate
and terminus of the incoming water, number of days with incoming water, volume of
incoming water, variation coefficient of annual incoming water and the three months with
major incoming water. With base in the technique of quantis were created categories to
classify the annual volumes of enters a port to the dams: MP (very little torrential), PC (little
torrential), N (normal), C (torrential), MC (very torrential). Were characterized the
hydrological behavior of each one of the dams studied as well as determined the intervals
associates to each category of incoming water.

Abstract: This work presents the history of the policy of management of water resources in
Brazil and in the state of Ceará through legislation, and emphasizes the importance
of the role of the Committee of River Basin, based on the institutional images,
fulfilling its role of Parliament for Water in finding solutions to the problems of water
resources, focused its administration, management and protection. The Company
Management Resources of the State of Ceará-COGERH assumed the role of
manager of the water resources of the basin. The Committee of the River Basin of
the Curu Basin was elected the ideal forum for the practice of dialogue between
users, civil society, government and agency of basin, paper .made by COGERH,
aiming mainly, the planning of actions relevant to the management of water
resources , as well as resolving conflicts arising from the use of water The analysis of
the data and collected information will guide the improvement of their actions and be
an instrument for the reality of the River Basin study is transformed for the better, in
terms of biological diversity and quality of life to the population.

Abstract: The present work looks to analyze the impacts in the management of water in the
Valley of Curu Microbasin, managed by the Company of Management of Hydric
Resources of the State of Ceara — COGERH, from social-economical indicators
identified as of big relevance in the quality of life of the urban and rural population of
the Microbasin in study.
A lot has been written about the limitations and the inefficient use of water, the
population increase, social-economical development, however it always comes up
against the problem of water shortage in our State due to several observations:
unfavorable climatic conditions, precipitations, always insufficient and irregular
distribution, much higher evaporation regarding the precipitation. The whole scenery
in the State of Ceara made the State Government to prepare a plan of waters
management since the end of the 80's decade, therefore one of the pioneer States in
Brazil regarding the elaboration of this kind of plan.
This plan presents a way of managing the water of our State in satisfactory standards
of quality and quantity for the population of Ceara otherwise the consequences for
the society of Ceara could be very drastic as much to solve the current problem as of
future generations.

Abstract: According to Politics of Water Resources, waters are scarce goods of public domain, whose
administration should be guided in an integrative, participative and articulated form between
the several managing agencies and using sectors. Thus, qualitative and qualitative conditions
should be assured for the current and future generations, where the negotiated allocation of
the water appears as a mechanism that aims the compatible among water offers and the
current and future multiple uses. This work searches intensify the studies concerning the
nature of the grant of the water use rights, thinking if the grantee has right to the indemnity for
the activity stoppages in suspension cases, or act revoke in stage. Besides, to define in which
situations that would configure the objective responsibility of the Public Power, and the
legitimacy of pleading damage repairs that the grantee comes to submit itself, and, finally, to
present recommendations for development and improvement of the grant outing procedures of
water use rights.
