| Abstract in Brazilian Portuguese: | Este artigo aborda como o Estado do Ceará está efetuando a alocação inicial de seus recursos hídricos, enfocando as três questões fundamentais neste processo de gestão: quem vai outorgar, qual o valor máximo a alocar e quem vai receber os direitos iniciais. Analisa ainda as motivações para a solicitação , ou não, da outorga pelos usuários. |
| Abstract: | This paper shows how Ceará State is dealing with its water resources’ initial allocation, focusing 3 important questions: what is the maximum volume to be allocated, which institution will concede the water rights and who will get the initial rights. It also analyses the motivations to ask, or not, for water rights in Ceará. |
