Inspeção predial: estudo de caso do edifício-sede da Procuradoria da República no estado do Ceará

Abstract

Building inspection is a process of paramount importance to guarantee the safety of the construction processes of a building, since it acts as an inspector of the maintenance processes, both preventive and corrective, verifying the effectiveness and the execution of the actions. As a response to many casualties involving buildings across the country, the government has been approving laws with the intention of promoting mandatory building inspections. Law 9,913 of 2012 was created in Fortaleza, which determines the recurrence process and which building must have the Building Inspection Certificate to have legal status with the city hall. The enactment of this law created a need, in the city, for skilled professionals to satisfy a great demand of buildings inspections. Given this panorama, this work has the objective of executing the processes and dynamics of a building inspection, through a case study, and following the rules established by IBAPE and IBRAENG, and the municipal law. Was inspected the headquarters of the Federal Public Prosecutor’s Office in Ceará, a body of the federal government of extreme importance and prominence in recent years. The methodology used was the one proposed by the Building Inspection Standards. The steps followed were: analyzing the documentation of the building, doing the inspection, checklists filling, listing anomalies and failures found in the building, determining the level of risk and setting the maintenance priority trough the GUT matrix, making a technical report containing the prioritization and the recommendations of interventions, besides a photographic report, informing the anomalies verified. Through this work, it was verified the importance of building inspection as a tool to verify the safety of a building, conferring and assisting the execution of the building maintenance in the various construction systems.
