Plano de benefício do regime geral de previdência social: uma análise da evolução a partir da Constituição Federal de 1988

Abstract

The purpose of this monograph is on the changes over time in the benefit plan of the General Social Security, a system that provides cover for various social risks arising from misfortunes, and they were foreseeable or not. To this end, it was essential to rescue the origins of social protection, bringing up old arguments about pension systems on demographic issues, among others. The study is the March 1988 Federal Constitution, which gave a new concept to social protection in Brazil, followed by the evolution of Law No. 8.213/1991 they have on the RGPS benefit plan, through the changes brought about by Constitutional Amendment No. 20 with Law No. 9.876/1999, and finally reaching the current discussions on possible changes in benefits plan, promoted among others, by Bill No. 3.299/2008, which propose an end to the security factor.
