Abstract in Brazilian Portuguese: A educação tem passado nas últimas décadas por muitos debates que implicaram num conjunto de mudanças institucionais, normativas e de metodologias de ensino com vistas à busca da melhoria do ensino e da aprendizagem dos alunos. Dentre essas mudanças se destaca a troca no sistema de ensino da anualidade para a semestralidade implantada em 2011, nas escolas públicas de ensino médio em Fortaleza, com o intuito de reduzir os índices de reprovação e evasão escolar. Depois de cinco anos de funcionamento, o ensino semestral ainda é fruto de controvérsias acerca de sua eficácia no ensino e na aprendizagem dos alunos. Desta forma, as questões que orientaram essa pesquisa foram: Qual a percepção dos professores da rede pública estadual do Ceará acerca do ensino por semestralidade? Houve diminuição na evasão escolar e na repetência dos alunos? Houve melhora na qualidade do ensino e da aprendizagem? Desta forma, o objetivo geral da pesquisa foi analisar o ensino na modalidade semestral na rede pública estadual do Ceará a partir da percepção dos professores da educação básica. Os objetivos específicos foram: realizar estudo bibliográfico acerca da constituição do sistema de ensino brasileiro; historizar e identificar o surgimento do modelo de ensino por semestralidade, explicitando seus fundamentos conceituais; realizar levantamento e análise dos documentos acerca da modalidade de ensino por semestralidade na rede pública do estado do Ceará. A ação de pesquisa consistiu em aplicar um questionário com o grupo de professores e com a gestão da E.E.F.M. Walter de Sá Cavalcante referente ao diagnóstico das modalidades de anualidade e semestralidade e elaborar uma planilha de lançamento de notas que sirva de modelo para o ensino semestral. A pesquisa caracterizou-se por uma análise qualitativa. A técnica de pesquisa utilizada foi o questionário na Escala Likert para verificar os pontos positivos e negativos da semestralidade sob a visão dos docentes. Como resultado constatou-se que os professores veem que o ensino semestral prejudica os alunos do 3º ano do ensino médio quanto à preparação para o ENEM; que não houve redução das reprovações e da evasão escolar; que a maioria concorda que o ensino por blocos de disciplinas aproxima o professor do aluno; que provocou uma melhoria na aprendizagem dos alunos e que o grande problema do ensino semestral é a falta de planejamento por parte da SEDUC que impacta na execução das aulas e no lançamento das notas.
Abstract: Education has passed in the last decades by many debates that imply in a set of institutional, normative and methodological changes of education with a view to the search of the improvement of the teaching and the learning of the students. Among these changes we highlight an exchange in the education system of the annuity for a semester implemented in 2011, in public high schools in Fortaleza, with the aim of reducing the rates of school failure and dropout. After five years of operation, the biannual education is still the result of controversies about its effectiveness in the teaching and learning of students. Thus, as questions that guided this research were: What is the perception of the teachers of the public network of Ceará on semester teaching? Was there a drop in school dropout and student repetition? Has there been an improvement in the quality of teaching and learning? In this way, the general objective of the research was to analyze the teaching in the semester mode in the state public network of Ceará from the perception of the teachers of basic education. The specific objectives were: to carry out a bibliographical study on the constitution of the Brazilian education system; To historize and identify the teaching model of semester education, explaining its conceptual foundations; To carry out a survey and analysis of the documents about the modality of teaching through the semester in the public network of the state of Ceará. Research action consisted in applying a questionnaire with the group of teachers and with a management of E.E.F.M. Walter de Sá Cavalcante regarding the diagnosis of the annuity and semi-annual modalities and to prepare a notes release plan that will serve as the model for semester education. One research was characterized by a qualitative analysis. The research technique used for the Likert Scale questionnaire to verify the positives and negatives of the semesters under the teachers' view. As a result, it was found that the teachers see that the semester education recommends the students of the 3rd year of high school in preparation for the ENEM (Brazilian System of High School Assessment). That there was no reduction of school dropouts and dropouts; What greater agreement than the teaching by blocks of disciplines brings the teacher closer to the student; That caused an improvement in student learning and that the big problem of semester education is a lack of planning on the part of SEDUC (Brazilian Education Department) that impacts on the execution of classes and not release of notes.
