Título : Transferência de conhecimento entre a universidade e a indústria: serviços de informação para empresas de pólos tecnológicos

Resumen en portugués brasileño: Esta tese se constitui em um estudo exploratório do processo de inovação e transferência de tecnologia (TT) entre a universidade e parques científicos e tecnológicos (PCTs)/incubadoras de empresas (IEs), com o objetivo principal de identificar e analisar o papel dos serviços de biblioteca/unidades de informação (SBUI) como canal facilitador de fluxos de informação no contexto da inovação. Utilizando os métodos do survey, do estudo de caso em empresas dos parques (EBNTs) e entrevista com especialistas, o estudo enfoca como questão central a falta de inclusão da biblioteca/unidade de informação nos debates sobre inovação e TT, como canais de transferência de conhecimento entre os dois setores. A pesquisa de campo teve por base um questionário semiestruturado e entrevistas dirigidos a (i) gerentes dos Parques, (ii) empresas dos PCTslIEs (residentes ou emancipadas) e a (iii) pessoas/instituições-chave nessa área. A pesquisa demonstra que não houve aumento no número de PCTs no Brasil na última década, mas um crescimento acelerado de IEs nos parques ou independentes deles. Foi também identificado que tanto os parques como as incubadoras não se caracterizam por abrigarem empresas com atividades de P&D, têm poucos vínculos com departamentos das universidades, trabalham mais com inovações de produtos, processos e serviços com base em tecnologias já desenvolvidas em outros ambientes, sugerindo ser este o motivo básico da pouca utilização de laboratórios e bibliotecas das universidades e da não existência e/ou exigência de serviços de informação especializados. A literatura revisada (nacional e estrangeira) também é sugestiva da ausência de indicação de SBUI como elemento relevante da infraestrutura de serviços requerida na inovação e TT. A pesquisa de campo constatou que (i) há falta de planejamento mais estruturado das empresas o que inibe o desenvolvimento de projetos de P&D, (ii) são raras as ligações formais com as universidades, (iii) poucas empresas considerarem informação como elemento (insumo e produto) das suas atividades produtivas, (iv) as EBNTs têm dificuldades em explicitar seus problemas em termos de problemas de informação, e (v) buscam informações para a tomada de decisão ou solução de uma questão, no momento em que surge um problema, havendo (v) pouca demanda por serviços de biblioteca em geral e, particularmente os das bibliotecas universitárias. Os dados indicam, por outro lado, um vivo interesse da maioria dos entrevistados em poder contar com um serviço especializado de ICT, mas principalmente para a tomada de decisão e para negócios, informação empresarial. Apesar disto, a pesquisa também sugere que as EBNTs sentem-se capazes de desenvolvimento satisfatório apenas com o know-how de seu pessoal e com a infraestrutura logística dos PCTslIEs. Na pesquisa de atualização, entretanto, há a indicação de sistemas de informação nos parques/incubadoras e do seu valor como recurso estratégico para as atividades de inovação. Por fim, o estudo sugere a necessidade de (i) novas pesquisas para analisar setores acadêmicos com maior potencial para projetos de P&D com os PCTs/lEs, e (ii) a criação de um modelo de sistema de informação que ofereça serviços de informação estratégica para as empresas de PCTs/lEs.
Abstract: This is an exploratory study of the process of innovation and the transfer of technology (TI) between the university and scientific and technological parks (PCTs), incubators of business firms (IEs), with the principal object of identifying and analyzing the role of library services the role of library services, information units (SBUl), as well as facilitating canals for the flow of information in the context of innovation. The central question treated in the thesis is the lack of the inclusion of the library as a unit for information in the debates regarding innovation and the transfer of technology as channels for the transfer of knowledge between the two sectors. The research was elaborated on the basis of four methodological approaches: (i) grounded theory as a theoretic guide to investigation; (ii) survey procedure with the managers of PCTslIEs; (iii) as a case study in the area of business firms: (iv) an interview with specialists. The theoretic base was elaborated more from holistic conception for the transference of technology than the transfer of knowJedge. The fieldwork was carried out on the basis of a semi-structured questionnaire followed by interviews that were made with specialists in this (1) àrea business managers, (ii) business firms in the area and business incubators situated in the area, (iii) specialists in this area. The revised literature suggests the absence of an indication of SBUI as a relevant element in the services infrastructure required by innovation and TT. The investigation reveals that not only the technological areas or parks but also Brazilian business incubators are not characterized because the have in their midst business firms with R&D activities (from a technological base), but principally work with product innovations and process based on technologies already developed in other areas (firms based on new technologies) and there is a lack of a more structured planning in the business firms that stifles the development of projects of R&D. The data suggests that the basic motives for this are: (i) the little use made of EBNTs in laboratories and university libraries, as the cause for no demand and inexistence of information services in the PCTslIEs; (ii) the lack of formal connections with universities; (iii) the difficulty that business ÍInnS have regarding information as an element of their productive activities and to explain their problems in terms of information problems; (iv) the fact that information is on1y sought only at the moment when a problem appears; (v) the small demand for library services in general, and especiaIly those of university libraries. On the other hand, the research identifies a contradiction among the data collected: (i) the expressed interest among most of those interviewed on being able to count on the specialized service of ICTE; (ii) the business firms felt that they were capable of a satisfactory development exclusively with the know-how of their staff and with the logistic infrastructure of the PCTs/IEs. In the research on updating, however, there was an indication that information systems in business areas and business incubators were valued as a strategic resource for innovation activities. Finally, the study suggested the necessity of (i) additional research to analyze academic sectors that have greater potential for projects of R&D with those of PCTslIEs; (ii) the creation of a model of an information system that offers strategic information service to the business firms of PCTslIEs; and (iii) the introduction.
