Abstract: The general objective of this work is to evaluate the mechanism of access to the public resource managed by the Law of the State System of Culture (SIEC), called Edict Mecenas do Ceará, based on the experience reports of cultural production professionals who work in the state, who submitted , as proponents, cultural projects to the aforementioned public notice, having executed or that are executing projects with financial resources arising from this law. To achieve this objective, it is initially intended to analyze federal and state cultural incentive policies, based on the evaluative axes of in-depth evaluation, as proposed by Gussi (2014, 2017), Gussi and Oliveira (2016), considering, therefore, in this evaluation, the experience of the actors involved in the design, application, use and evaluation of cultural policy results. Then, it is intended to investigate who are the professionals of cultural production and how they perceive their relationship with public policies to encourage culture in the state of Ceará, specifically dealing with incentives via tax waiver. Finally, we seek to understand how these professionals see themselves as actors in the design of these state cultural policies, and to investigate their understanding of the spot of cultural production within the sector's productive chain, based on their professional experiences. For this work, a qualitative approach is used, with bibliographical research of renowned authors in the field of research on culture, public policies, and cultural policies, such as Albino Rubim, Lia Calabre and Alexandre Barbalho. In addition to research in the texts of laws, decrees and other documents and journalistic articles that make it possible to reconstruct the temporal and territorial trajectory of policies. As an approximation to the field, cultural production professionals were interviewed, with content analysis carried out based on Bardin's methodology (2016), to apprehend the perceptions of these active professionals about their roles in the field and in the productive chain of culture, about policies public incentives for culture in force in the state of Ceará.

Abstract: The "Prêmio Escola Nota Dez" (PENdez) is an educational policy that rewards up to 150 (one hundred and fifty) public schools with the best results and provides pedagogical and financial support to schools with the lowest results presented in the SPAECE assessments. Thus, it can be considered as an inducing policy for the improvement of the quality of education offered by participating schools whose results in the assessments were the lowest and unsatisfactory. This qualitative research aimed to evaluate the results obtained from PENdez under the collaboration regime - administrative, pedagogical, and financial - considering a school supported in the 5th year of Elementary Education, located in the municipality of Maracanaú, from 2017 to 2019. The research methodology included bibliographic analyses of articles and theses, document analyses, such as laws, decrees, and data reports elaborated by SEDUC/CE, and interviews, from the perspective of an in-depth evaluation. For data collection, open interviews were conducted with the school principal, teachers, and a technician from the Municipality's Education Department (SME). The collected data indicate that the pedagogical processes of the school are reoriented by the standardized test of the Permanent System of Assessment of Basic Education of Ceará (SPAECE), guiding what, how, and why to teach. In the view of the principal and teachers, it was common to consider the "Prêmio Escola Nota Dez" as a proactive initiative that has been generating movement in the daily life of educational institutions around an improvement in students' academic performance. In addition to this movement, we also found that even with the technical-pedagogical cooperation between the school with low performance and the school awarded with good performance, the impact was insufficient regarding the improvement of the educational results of the school under study; the social context and the reality in which the supported school is inserted are among the factors pointed out by the interviewees that negatively contribute to the teaching and learning process, as well as the lack of more targeted municipal public policies that can also affect this situation.

Abstract: This research aims to evaluate the insertion of youths in the world of work and as a locus of study the Instituto Federal do Ceará (IFCE), campus Baturité. To this end, an evaluative study is developed from the theoretical-methodological perspective and counter hegemonic policy of the field of evaluation, this is understood an epistemological category, the In-Depth Assessment (AP). This option was chosen because it provides an understanding of the context of public policy formulation, its content, its institutional trajectory, as well as the temporal
and territorial spectrum. In this direction of theoretical-methodological triangulation, in-depth evaluative research, the most diverse techniques and instruments are used to unveil the object, and thus the view of the different agents of public policy is considered. Youth and Work were taken as founding theoretical categories and Professional and Technological Education (EPT) was used as a reference, understood in an intrinsic relationship with the Brazilian social and economic formation. In this sense, the analysis of the trajectory of Professional Education was carried out, from its emergence to the present day, in which its main transformations over time are outlined. In the context of this contextualization, the intricacies of the Federal Network of Professional, Scientific and Technological Education (RFEPCT), more specifically of the Federal Institute of Ceará, which makes up this network, are analyzed, regarding its legal and institutional framework. From the perspective of an in-depth evaluation, it is discussed how the IFCE campus Baturité acts to provide an education that declares human emancipation as its guideline, beyond mere qualification for the job market. This contradiction is presented by its creators in the face of what is carried out on a daily basis. Throughout the text, an analytical approach is developed about the trajectory of the graduates of the IFCE campus Baturité in order to reflect on their insertion in the world of work. It focuses mainly on how these young people see themselves in terms of issues related to work and education. It also starts with an understanding of youths to present their diversity,
not being restricted to just one age group, thus seeking to understand these youths in their heterogeneity. In this sense, we can see the difficulties faced by these young people who graduated from the IFCE campus Baturité in order to enter the job market and remain there. And it also stands out how the institution helps and monitors this, through the Graduate Monitoring Program (PROAE).

Abstract: Gender inequality is one of the most persisting historical and cultural pillars in Brazilian society. Structural machismo (male dominance) and the patriarchal system, combined with the other discriminatory matrices are compulsorily linked to the social role pratics of female gender, impose multiple forms of violence on women who occupy ranges of power that naturalized as male. The integration of women to the role pratics of political power which are instrumentalized by democratic representativeness exposes the urgent need for public policies to encourage female participation in politics and, above all, institutional protection for those who already hold mandates or enter positions or take responsabilities on public administration. According to the Superior Electoral Court in 2022, women represent 53% of the Brazilian electorate, however, they reached only 15% of representation in the Federal Chamber in the current legislature period. It is known that, as a rule, public policies that aim to remedy this reality are primarily developed by federal, state and municipal executive powers. In order to investigate about overcoming the limiting perspective of competence of the three powers on implementation of initiatives about gender equity, encouraging women's participation in politics and promoting public policies for women, the present paper of work aims to evaluate the development of such initiatives from the performance of the Legislative Power, through the implementation of the Women's Specialized Attorneys in the State of Ceará, from the years of 2020 to 2022. The in-depth assessment, as well as the qualitative methodological instrumentalization, were used to investigate the categories of gender equity, political representativeness and public policies for women, which articulated to the evaluated public policy as the political, institutional and legislative repercussion for public policies for women at the municipal level, from the perception of the councilors as special attorneys for women. The dimensional construction of historical period, also its territory and subjects, were undertaken to evaluate the structural effects of one of the innovative policies for to promote gender equity in the policy deriving from the institutional Legislative Power in Brazil.
